WHEREAS,

AUTHORIZING TIME EXTENSIONS FOR COMPLETION OF PUBLIC
IMPROVEMENTS AND APPROVING PERFORMANCE GUARANTEES
FOR STRATFORD-RYLAND HOPE PARKWAY, STORMWATER
MANAGEMENT POND, SANITARY SEWER RELOCATION AND LAKE
FACILITY
The Ryland Group, Inc., the developer of Stratford-Ryland Hope Parkway,
Stormwater Management Pond, Sanitary Sewer Relocation and Lake Facility has not completed all
the required public improvements in accordance with the approved construction drawings and town
standards within the two-year period agreed to in the contract for public improvements; and
WHEREAS, the developer has requested a time extension to complete the public
improvements; and
WHEREAS, corporate surety bonds in the amount of $147,867.24 for Hope Parkway; in the
amount of $1,324,168.00 for the Stormwater Management Pond; in the amount of $46,155.00 for the
Sanitary Sewer Relocation; and in the amount of $231,375.00 for the Lake Facility, were provided by
the Travelers Casualty and Surety Company of America to guarantee the installation of public
improvements; and
WHEREAS, the town's Director of Engineering and Public Works recommends a time
extension to October 17, 2004 for Hope Parkway; October 27, 2004 for the Stormwater Management
Pond; October 27, 2004 for the Sanitary Sewer Relocation; and April 27, 2005 for the Lake Facility.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:

FOR STRATFORD-RYLAND HOPE PARKWAY, STORMWATER
MANAGEMENT POND, SANITARY SEWER RELOCATION AND LAKE
FACILITY
SECTION I. The corporate surety bonds from the Travelers Casualty and Surety Company
of America in the amounts listed above are approved to guarantee the installation of public
improvements in Stratford-Ryland Hope Parkway, Stormwater Management Pond, Sanitary Sewer
Relocation, and the Lake Facility.
SECTION II. A time extension to October 17, 2004 for Hope Parkway; October 27, 2004 for
the Stormwater Management Pond; October 27, 2004 for the Sanitary Sewer Relocation; and April
27, 2005 for the Lake Facility for completion of the public improvements are approved.
