APPROVING THE TOWN/STATE AGREEMENT FOR THE
ADMINISTRATION AND MANAGEMENT BY THE TOWN OF
THE DESIGN AND CONSTRUCTION OF A RIGHT TURN
LANE FROM EASTBOUND EDWARDS FERRY ROAD ONTO
SOUTHBOUND ROUTE ! 5 BYPASS
WHEREAS, in December 2002, the Governor of Virginia made funds available
from the Congestion Relief Fund; and
WHEREAS, the free flow right mm lane from eastbound Edwards Ferry Road onto
southbound Route 15 bypass was one of the projects on the list submitted to the CTB in
February 2003; and
WHEREAS, the Northern Virginia Transit Authority (NVTA) submitted a list of
projects to the Commonwealth Transportation Board (CTB); and
WHEREAS, the free flow right turn lane from eastbound Edwards Ferry Road onto
southbound Route 15 Bypass was selected as a project to be funded by this one-time
congestion relief initiative; and
WHEREAS, the CTB agreed to fund this project for $420,000; and
WHEREAS, the town is using $80,000 in proffer monies to fully fund this project
at $500,000; and
WHEREAS, the Director of Engineering and Public Works, and the Capital
Projects Manager recommend that the Town enter into the Town/State Agreement for the
administration and management by the town of the design and construction of a right mm
lane from eastbound Edwards Ferry Road onto southbound Route 15 Bypass.

THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
The Town Council approves the Town-State Agreement and authorizes the Town
Manager to execute it for the administration and management by the town of the design and
construction of a right turn lane bom eastbound Edwards Ferry Road onto southbound
Route 15 Bypass.
