AUTHORIZING TIME EXTENSIONS FOR COMPLETION OF PUBLIC
IMPROVEMENTS AND APPROVING PERFORMANCE GUARANTEES
FOR EDWARDS LANDING SECTION 1; PHASE 2A; BATTLEFIELD
PARKWAY PHASE II ROAD IMPROVEMENTS; AND EDWARDS
FERRY ROAD IMPROVEMENTS
WHEREAS, Edwards Landing, LLC, the developer of Edwards Landing Section 1; Phase 2A;
Battlefield Parkway Phase H Road Improvements; and Edwards Ferry Road Improvements has not
completed all the required public improvements in accordance with the approved construction
drawings and town standards within the two-year period agreed to in the contract for public
improvements; and
WHEREAS, the developer has requested a time extension to complete the public
improvements; and
WHEREAS, corporate surety bonds from The Continental Insurance Company in the amount
of 497,735.00 for Section 1; in the amount of $183,428.00 for Phase 2A; in the amount of
$150,529.00 for the Battlefield Parkway Phase II Road Improvements; and in the amount of
$40,829.00 for the Edwards Ferry Road Improvements were provided by the developer to guarantee
the installation of public improve, me. ms; and
WHEREAS, the town's Director of Engineering and Public Works recommends a time
extension to August 21, 2004 for Section 1; August 22, 2004 for Phase 2A and the Battlefield
Parkway Phase II Road Improvements; and August 12, 2004 for the Edwards Ferry Road
Improvements.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:

AUTHORIZING TIME EXTENSIONS FOR COMPLETION OF PUBLIC
IMPROVEMENTS AND APPROVING PERFORMANCE GUARANTEES
FOR EDWARDS LANDING SECTION 1; PHASE 2A; BATTLEFIELD
PARKWAY PHASE II ROAD IMPROVEMENTS; AND EDWARDS
FERRY ROAD IMPROVEMENTS
SECTION I. The corporate surety bonds from The Continental Insurance Company in the
amounts listed above are approved to guarantee the installation of public improvements in Edwards
Landing Section 1; Phase 2A; Battlefield Parkway Phase II Road Improvements; and the Edwards
Ferry Road Improvements.
SECTION II. The time extension to August 21, 2004 for Section 1; August 22, 2004 for
Phase 2A and the Battlefield Parkway Phase H Road Improvements; and August 12, 2004 for the
Edwards Ferry Road Improvements for completion of the public improvements are approved.
