3.a.Seeking a motion to open a Public Hearing regarding a proposed the annexation of
approximately 100 acres into the Village of Plainfield; and a rezoning from R-1 Low

and Johnson Road in Kendall County.

1.a.Seeking a motion to open a Public Hearing regarding a proposed variance request for a
reduction in the number of required parking spaces pursuant to Section 9-78 of the
Village of Plainfield Zoning Code, for the property located generally southeast of the
intersection of Ridge Road and Johnson Road, in Kendall County.
1.b.Seeking a motion to close the Public Hearing regarding the proposed variance request
for a reduction in the number of required parking spaces pursuant to Section 9-78 of the
Village of Plainfield Zoning Code, for the property located generally southeast of the

CALL TO ORDER, PLEDGE, & ROLL CALL
Chairman Kiefer called the Plan Commission meeting to order at 7:00 p.m. and led the pledge to the flag.
ROLL CALL: Commissioners Goins, Heinen, Minnis, Renzi, Seggebruch (7:02 p.m.), Womack, and
Chairman Kiefer were present. Commissioners Nicholson and Valerga were absent.
OTHERS PRESENT: Jonathan Proulx, Planning Director; Amanda Martinez, Associate Planner; and
Rachel Riemenschneider, Associate Planner.
APPROVAL OF MINUTES
The Minutes of the Plan Commission held on May 3, 2022, were accepted as amended.
Commissioner Seggebruch is in attendance.
PUBLIC COMMENTS
No Public Comments.
DEVELOPMENT REPORT
Mr. Proulx provided an update on the following: Smokerz World special use, Smokers Kingdom 2 special
use, and PEMA final plat.

UNITS 6A, 6B, & 7C
LENNAR COMMUNITIES
OF CHICAGO, LLC
Lennar Homes, the applicant, is requesting an approval for Final Plat of Subdivision for Creekside Crossing
Units 6A, 6B, and 7C. The property was annexed in January 2004 to be a part of the Creekside Crossing
development. The preliminary plat for Units 5-7 was approved on August 1, 2005. Units 6A, 6B and 7C
are located generally south of Renwick Road and west of Drauden Road. The total lot area of the three final
plat units is 34.073 acres, which includes 95 single-family residential lots.
Ms. Martinez & Mr. Proulx reviewed the staff report dated May 16, 2022. Mr. Proulx concluded staff finds
that the submitted final plats for Unit 6A, 6B, and 7C are consistent with the approved preliminary plat
from 2005, the annexation agreement from 2004, and Village requirements. Subject to discussion by the
Plan Commission, staff recommends approval of the final plats.
Chairman Kiefer asked for public comments and there was no response.
Chairman Kiefer swore in John McFarland, the applicant. Mr. McFarland clarified Unit 5C is a future unit
in the Creekside Crossing subdivision. Mr. McFarland provided a scheduling sequence for road
improvements.
Commissioner Heinen asked if the first step is to install South Crossing Drive, then West Rocky Creek
Road and if Unit 6A will be the first phase developed. Mr. McFarland stated Crossing Drive is already
there, but it needs to be rehabilitated, then they will vacate Indian Boundary north of Crossing Drive. Mr.
McFarland added first step is to get Crossing Drive operational so that traffic can be rerouted from Indian

Boundary. Commissioner Heinen asked if they will be closing Indian Boundary Road. Mr. McFarland
stated Indian Boundary Road will be closed north and east of Crossing Drive once Crossing Drive is open.
Commissioner Heinen asked if the applicant plans on improving the portion that will still be existing on
Indian Boundary. Mr. McFarland explained that the improvement will be completed on Indian Boundary
and Crossing Drive. Commissioner Heinen asked if they plan is to build Unit 6A once the infrastructure is
complete then Units 6B and 7C. Mr. McFarland explained the construction schedule and guessed Unit 6A
will be ready for home construction next year. Commissioner Heinen asked staff if this is consistent with
the Preliminary Plat. Mr. Proulx confirmed.
Commissioner Minnis asked if the intersection at Renwick Road and Indian Boundary Road will
terminated. Mr. McFarland confirmed it will be terminated. Commissioner Minnis asked if the residences
of the homes on Indian Boundary will be able to access their home through Creekside Crossing subdivision.
Mr. McFarland confirmed. Commissioner Minnis asked if Indian Boundary will also be terminated at
Summit Street. Mr. McFarland explained the route Crossing Drive will have and where Indian Boundary
will be vacated. Commissioner Minnis asked if Summit Street will connect into a future neighborhood.
Mr. McFarland confirmed. Commissioner Minnis stated the lot sizes are large in this neighborhood and
that will be nice for the market. Mr. McFarland explained this was platted in 2004 when lot sizes were
bigger.
Commissioner Renzi asked if Indian Boundary Road have a “T” intersection or curve into one road. Mr.
McFarland confirmed it will curve into one road. Commissioner Renzi asked staff the designation for
Indian Boundary Road. Mr. Proulx did not have the information. Commissioner Renzi asked if Crossing
Drive as reconstructed will be able to handle the traffic. McFarland confirmed. Commissioner Renzi asked
if Crossing Drive will function as a through street like Drauden Road with no driveways. Mr. Proulx stated
it will function as a local street or neighborhood street and the hope is that it will be used by the residents
in the neighborhood. Mr. Proulx added that the improvements will hopefully discourage drivers using as a
through street. Mr. McFarland stated there are no driveways on Crossing Drive. Commissioner Renzi
asked the applicant if they are working on renaming some of the streets and do they agree to the recapture
amount per the staff report. Mr. McFarland state he is working with staff regarding street names and
assumes the amount is correct in the staff report. Mr. Proulx explained the recapture fee. Commissioner
Renzi suggested staff providing a landscaping plan to the Village Board.
Commissioner Seggebruch asked if the homes/lots on Indian Boundary Road will become part of a future
Unit of Springbank. Mr. Proulx indicated there are four parcels that will have driveway connections to
Rocky Creek Road and explained how it all fits together with Crossing Drive and Springbank.
Commissioner Seggebruch asked if the south section of Indian Boundary before the curve into Crossing
Drive has been improved. McFarland stated it has not been improved. Commissioner Seggebruch asked
staff if the remaining south portion of Indian Boundary Road will be vacated with the future development
of Springbank. Mr. Proulx explained the future plans for Indian Boundary Road. Commissioner
Seggebruch asked if the future Unit 5C will finish the Creekside Crossing Subdivision. Mr. McFarland
confirmed.
Commissioner Womack appreciates that the applicant did not change the lot sizes from the original plan.
Commissioner Womack asked if the current residence on Indian Boundary Road aware of this plan. Mr.
McFarland stated they have not had any current contact with them, but it is on their schedule to do so this
summer. Commissioner Womack had questions about how the properties on Indian Boundary Road will
be able to access their property during construction and at completion. Mr. McFarland explained the
phasing. Mr. Proulx stated staff have been in contact with the property owner of the two furthest lots on

Indian Boundary Road. Commissioner Womack asked if the park that is mentioned will have amenities.
Mr. McFarland stated the park it is referring to is part of Unit 5C and there is an agreement with the
Plainfield Park District.
Commissioner Goins asked if there is any consideration of changing the name of Indian Boundary Road.
Mr. Proulx explained with future development the road will be absorbed into the future units of Springbank.
Commissioner Goins asked when the units will be completed. Mr. McFarland stated Creekside Crossing
probably have three (3) more years of home building.
Commissioner Minnis made a motion to recommend approval of the Final Plat of Subdivision for Creekside
Crossing Unit 6A, subject to the following two (2) stipulations:
1. Compliance of the requirements of the Village Engineer; and
2. Compliance of the requirements of the Plainfield Fire Protection District.
Second by Commissioner Renzi. Vote by roll call: Heinen, yes; Seggebruch, yes; Womack, yes; Renzi,
yes; Minnis, yes; and Kiefer, yes. Motion carried 6-0.
Commissioner Renzi made a motion to recommend approval of the Final Plat of Subdivision for Creekside
Crossing Unit 6B, subject to the following two (2) stipulations:
1. Compliance of the requirements of the Village Engineer; and
2. Compliance of the requirements of the Plainfield Fire Protection District.
Second by Commissioner Seggebruch. Vote by roll call: Heinen, yes; Minnis, yes; Womack, yes;
Seggebruch, yes; Renzi, yes; and Kiefer, yes. Motion carried 6-0.
Commissioner Womack made a motion to recommend approval of the Final Plat of Subdivision for
Creekside Crossing Unit 7C, subject to the following two (2) stipulations:
1. Compliance of the requirements of the Village Engineer; and
2. Compliance of the requirements of the Plainfield Fire Protection District.
Second by Commissioner Heinen. Vote by roll call: Minnis, yes; Renzi, yes; Seggebruch, yes; Womack,
yes; Heinen, yes; and Kiefer, yes. Motion carried 6-0.
DISCUSSION
Commissioner Womack asked if the northwest quadrant of Springbank has been approved. Mr. Proulx
provided an update on the Springbank subdivision.
Commissioner Renzi stated Walgreens at 135th and Route 30 has made repairs to their lot and the private
drive, he thanked staff for their involvement in this.
Commissioner Heinen stated he is disappointed in the size of the berm along Drauden Road for the
Willow Run subdivision. Commissioner Heinen stated we need to pay more attention to the back of
house and landscaping along a main road, since we are not seeing custom homes.

Mr. Proulx stated the Public Works will be updating the Transportation Plan and the Planning Department
will be updating the Comprehensive Plan so there will be opportunities for the Plan Commission and
public to participate.
