AWARDING A CONSTRUCTION CONTRACT TO OMNI
EXCAVATORS, INC., FOR CONSTRUCTION OF THE SYCOLIN
ROAD TURN LANES
WHEREAS, a left turn lane from southbound Sycolin Road onto eastbound Lawson
Road and a right turn lane from eastbound Tolbert Lane onto southbound Sycolin Road meet the
warrants and will improve safety and reduce congestion; and
WHEREAS, it is expected that the turn lane at Lawson Road that will be built with this
project will be completely removed and reconstructed with the ultimate widening of Sycolin and
Battlefield Parkway within 12-18 months; and
WHEREAS, the right turn lane at Tolbert Lane that will be built with this project may be
used for approximately 1 to 5 years only depending on the development of the Battlefield
Parkway and Miller Drive corridors; and
WHEREAS, funding for this project will come from the Loudoun County Gas Tax
monies allocated to the Sycolin Road Widening Project; and
WHEREAS, an Invitation for Bids (IFB) was issued for the construction of the Sycolin Road
Turn Lanes in accordance with the Town of Leesburg Purchasing Policy; and
WHEREAS, bids received were from Omni Excavators, Inc., in the amount of $260,539.55; and
from Tessa Construction & Tech. Co., Inc. in the amount of $297,179.45; and from Rustler Construction
Inc., in the amount of $358,348.97; and
A RESOLUTION:
AWARDING A CONSTRUCTION CONTRACT TO OMNI
EXCAVATORS, INC., FOR CONSTRUCTION OF THE SYCOLIN
ROAD TURN LANES
WHEREAS, the bids were evaluated by the Capital Projects Administrator and Chief Purchasing
Officer in accordance with the Town's Purchasing Policy; and
WHEREAS, Omni Excavators, Inc., was determined to be the lowest responsive and responsible
bidder; and
WHEREAS, this is a unit price contract and the final contract amount will be arrived at by
multiplying the bid unit prices by the actual approved quantities in place; and
WHEREAS, the Director of Engineering and Public Works and the Capital Projects
Administrator recommend approval of an award of the contract to Omni Excavators, Inc., in the initial
amount of $260,539.55 for construction of the Sycolin Road Turn Lanes; and
WHEREAS, the total funding needed for construction and contingencies of this project is
estimated at $325,000 and will be funded fi.om the Sycolin Road Widening Project.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the Town
Manager is hereby authorized to award, on behalf of the town, a unit price contract with Omni
Excavators, Inc., in an estimated amount of $260,539.55 for construction of the Sycolin Road Turn
Lanes.
