A RESOLUTION: EXPRESSING OPPOSITION TO DOMINION VIRGINIA
POWER'S PROPOSED 230KV TRANSMISSION LINE
CORRDOR IN THE W&OD RIGHT-OF-WAY
WHEREAS, Dominion Virginia Power has advised the town that it plans to apply
to the State Corporation Commission in the fall of 2004 for permission to construct a
230kV transmission line between the Pleasant View Substation, near Leesburg and the
Town of Hamilton; and
WHEREAS, Dominion Virginia Power's preferred route would use an existing
easement to locate the transmission line in the W&OD Regional Park; and
WHEREAS, the proposed transmission line will consist of three lines attached to
110 foot steel poles spaced 450 to 700 feet apart, and will require cleating an easement
80 to 100 feet wide; and
WHEREAS, the proposed transmission line will harm the W&OD Regional Park
and thereby devalue the park and its use by town citizens, and the town's tourist industry;
and
WHEREAS, the proposed transmission line will have significant deleterious
impacts on neighborhoods adjacent to the W&OD Regional Park including the Old and
Historic District; and
WHEREAS, Dominion Virginia Power and the State Corporation Commission
are required to consider alternatives to this alignment, which may have fewer impacts.

A RESOLUTION: OPPOSING THE PROPOSED 230KV TRANSMISSION LINE
WHEREAS, Dominion Virginia Power and the State Corporation Commission
are required to consider alternatives to this alignment, which may have fewer impacts.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia
as follows:
That it offers the assistance of town staff to work with Dominion Virginia Power
to find a suitable alternative to the W&OD Regional Park for the location of this
proposed transmission line.
FURTHER, RESOLVED that the Town Council pledges to use all legal measures
to ensure that the W&OD Regional Park is not selected as the location for the new
transmission line between the Pleasant View substation and the Town of Hamilton.
