APPROVING THE FISCAL YEARS 2005-2009 CAPITAL IMPROVEMENTS
PROGRAM AND APPROPRIATING FUNDS
WHEREAS, Section 15.2-2239 of the 1950 Code of Virginia, as amended, authorizes the
preparation and annual review of a Capital Improvements Program (CIP); and
WHEREAS, the town manager submitted a proposed Capital Improvements Program to the
Town Council on March 23, 2004 and Planning Commission on April 15, 2004; and
WHEREAS, the Planning Commission held a public hearing on the proposed CIP on April 15,
2004; and
WHEREAS, the Planning Commission has reviewed the CIP for compliance with the Town
Plan and on May 6, 2004, approved the following motion to recommend the CIP for adoption by the
Town Council:
I move that the Planning Commission recommend that Town Council approve
the Proposed 2005-2009 Capital Improvements Program, containing 48
projects totaling $121,774,714, subject to CIP manager's addressing the
comments contained in "Proposed 2005-2009 Capital Improvements Program:
Staff Comments," dated April 8, 2004, to the extent practicable when detailed
plans for those projects are developed; and
WHEREAS, the Town Council held a public heating on the budget including the Town
Manager's proposed CIP on April 13, 2004; and
WHEREAS, the CIP provides for the financing, acquisition and construction of capital facilities,
projects and equipment in the amount of $121,849,714 over the next five years.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
SECTION I. The Capital Improvement Program for fiscal years 2005-2009 is approved and the

town staff is directed to address the comments contained in the "Proposed 2005-2009 Capital
Improvements Program: Staff Comments," dated April 8, 2004, to the extent practicable when
detailed plans for those projects are developed.
SECTION II. Prior year capital project funds and funds shown for FY 2005 totaling
$45,315,864 are appropriated and shall remain in effect until such projects have been completed.

Proposed 2005-2009 Capital Improvements Program
Staff Comments
1. S. Harrison St Trail (P & R, #7)
This project should be coordinated with the Town Branch Flood Control Improvements
project (# 52). During design, the impacts of constructing a multi-purpose lane on the trees
in park should be assessed; if the loss of trees is too great, bike lanes on Harrison Street, with
accompanying sidewalks, should be considered as an alternative.
2. S. King St. Trail Phase I
This project has been reviewed under the H-2 Corridor Ordinance. To facilitate the approval
of future projects, design standards should be created for trails and sidewalks.
3. S. King St. Trail Phase II (P & R, # 12)
Coordinate with Tuscarora Creek Drainage Improvements (# 54) to extend the length of the
trail. Design should minimize loss of existing trees and should include a link to the S.
Harrison St. Trail (# 7). Coordinate with and obtain proffers from proposed developments.
4. Ida Lee Soccer/Lacrosse Field #3 (P & R, # 13)
No comment.
5. Ida Lee Park Trail Ph II (P & R, # 14)
The project should include new openings in the fence along Old Waterford Road to link the
trail with adjacent neighborhoods.
6. Olde Izaak Walton Pond (P & R, # 15)
Coordinate with rezoning application for adjacent property (Waterside).
7. Outdoor Pool (P & R, # 17)
No comment.
8. Veterans Park Site (P & R, # 18)
No comment.
9. Barn Renovations (P & R, # 19)
Preservation work should be consistent with the Ida Lee historic structures report and historic
preservation standards.
10. Traffic Signal E. Mkt./Ed Ferr~ Rds (Streets, # 25)
All elements of the project should be carefully designed to ensure compatibility with the
district. This is one of several projects in the historic district; these and future projects
would benefit from standards for improvements at intersections in the Historic District,
covering such items as crosswalks, pedestrian signals, and signal posts. The Planning
Department will take the lead in developing these standards.
11. Rt. 15 Widening (Streets, # 28)
Exceptional care must be taken to ensure proper design. Bike lanes, multi-purpose trails,
trees, and other design elements that would provide safe multi-modal transportation system,
a gateway, traffic calming, and minimized impacts on adjacent properties. The Town
should coordinate efforts with adjacent rezoning application (Meadowbrook).
12. Drymill Road Improvements (Streets, # 32)

Design of this project must take into consideration minimizing the impact on the adjacent
properties and trees while providing safe pedestrian and vehicular access. Consider
drainage improvements only. Street widening would encourage higher speeds and result in
longer pedestrian crossings at the Catoctin Circle intersection; construction of the sidewalk
would require the loss of numerous trees, when pedestrians have reasonable alternatives--
the sidewalk on the eastern side of the street or the parallel W & OD trail.
13. Battlefield Pkwl;mS}'colin Rd to Rt 7 (Streets, # 35A)
The scope should be expanded to include sidewalks, bikeways, landscaping, and the
mitigation of impacts on W & OD and Tuscarora Creek. A bike/pedestrian connection to
the W & OD is very important. The Planning Department will be actively involved in
developing a scope of improvements for this project.
14. Battlefield Pkw},mEdwards Ferr~ to Ft Evans (Streets, # 35B)
The scope should be expanded to include sidewalks, bikeways, and landscaping. The
Planning Department will be actively involved in developing a scope of improvements for
this project.
15. Realignment of W Market/Loudoun Sts (Streets, # 37)
Accommodate O&HD standards for historic character. The project scope should be
expanded to address pedestrian accommodations such as sidewalks and crossings. Consider
other alternatives to a traffic signal, such as a traffic circle, which would provide better
traffic flow at this multi-leg intersection while providing a landscaped gateway.
16. Traffic Signal Catoctin/Ed Ferr~ (Streets, # 38)
The need for a left-tm lane should be balanced against the negative impacts of the
project--on the character of the neighborhood (determined eligible for historic status) and a
longer pedestrian crossing of Edwards Ferry Road. If built, the project should include
appropriate crosswalks and pedestrian signalization, which were not mentioned in the
project description.
17. Traffic Signal N King/North St (Streets, # 39)
Accommodate historic district standards, including scale and traditional character of the
neighborhood. This is one of several projects in the historic district that, along with future
projects, would benefit fi.om standards for improvements in the historic district.
18. W Market St Sidewalk and Drainage (Streets, # 40)
This project is the western entrance into the town and is in an H2 overlay district, with
significant landscaping on both sides of the street and historic properties on the northern
side of the street. Prior to design, an initial sketch should be submitted to the BAR to verify
that scope of work considers the character of the streetscape, existing landscaping, road
width, and connectivity of pedestrian circulation.
19. Church St Improvements (Streets, # 41)
The scope of the project should be extended an additional block to provide a continuous
sidewalk from Loudoun St. If the right-of-way allows, sidewalks should be installed on
both sides of the street.
20. Clubhouse Dr Sidewalk (Streets, # 42)

This project offers the potential to address several issues--narrowing a too-wide street,
accommodating pedestrians, accommodating bicycles, and adding landscaping. Clubhouse
Drive is excessively wide and could be narrowed to two 11-foot-wide automobile travel
lanes by installing sidewalks (on both sides of the street, to allow for convenient routes
northward toward Leesburg and southward toward the schools and the proposed
Meadowbrook commercial area) and bicycle lanes within the existing curbs. This would
allow for tree plantings rather than additional impervious surfaces outside of the curbs. The
feasibility of these improvements and the cost implications will be further evaluated.
21. Edwards Ferry/B}'pass Interchange (Streets, # 43)
The scope should be expanded to include bike lanes and nearby landscaping. Because
interchanges are difficult for pedestrians and bicyclists, special care needs to be taken with
the design of the intersections in this project. We should also consider artwork, special
lighting, and other enhancements of the overpass.
22. E Market/Plaza St Turn Lane {Streets, # 46)
Need for turn lane should be balanced against exposure created for pedestrians. Although
the intersection meets warrants for a right-turn lane from Plaza onto Market Street, adding a
turn lane will decrease the pedestrian friendly design desired for the H-2 corridor. Retain
landscaping where it does not impede pedestrian safety and sight distance.
23. Traffic Signal Mast Arm Replacement (Streets, # 47)
Signals should reflect the traditional character of the district. This is another project, along
with others in the future, that would benefit from standards for traffic signals that are in
scale and character with historic district. The Planning Department will be developing
standards for various districts.
24. Edwards Ferry Road (Streets, # 48)
The scope should be expanded to address sidewalks, bikeways, and landscaping.
25. Woodberry Rd Improvements (Storm Drainage, # 49)
The scope should be expanded to include sidewalks, and landscaping. Low impact design
standards should be considered.
26. Miscellaneous Drainage Studies (Storm Drainage, # 50-05)
Low impact design should be considered. Possible issues of pedestrian/bike
accommodation, landscaping, historic preservation should be evaluated as the scope of work
for each study.
27. Turner-Harwood Drainage (Storm Drainage, # 51)
Low impact design option should be considered. The scope does not mention landscaping,
including retaining existing vegetation, and other opportunities to enhance the W & OD and
adjacent properties. Ensure bike/pedestrian-link from old Sycolin Road to W & OD.
28. Town Branch Improvements, King St (Storm Drainage, # 52)
Low impact design should be considered. Under review to verify landscaping & other
opportunities to enhance the W & OD and adjacent properties & stream restoration.
29. Town Branch Improvements, Mosb}, Dr (Storm Drainage, # 53)
Improvements must be consistent with character of National Register of Historic Places and
locally designated historic property. Low impact design must be considered; project must
also be sensitive to existing mature tree cover, if practical.
30. Tuscarora Creek Improvements (Storm Drainage, # 54)

Low impact design to be compatible with adjacent residential uses and park. Landscaping &
other opportunities to enhance adjacent properties & restore channel; bike/pedestrian-link to
W & OD, as proposed in the town's Open Space, Trails, and Greenways master plan should
be considered.
31. Ft Evans Rd Sidewalk and Drainage Improvements (Storm Drainage, # 55)
The Planning Department will identify pedestrian circulation and specifications for width,
etc., and study the feasibility of adding bike lanes and landscaping to scope of project.
32. Governor's Dr/Rt 15 (Storm Drainage, # 56-05)
No comment.
33. Edwards Ferry/Colonial Sq (Storm Drainage, # 57)
Concerned about the potential loss of trees along the property line of the Colonial Square
Office condominiums and the need for replacement.
34. Countr~ Club Storm Drainage (Storm Drainage, # 60)
Currently under review. Realignment of the storm drainage has been presented for
consideration to minimize impact on existing mature trees.
35. Leesburg Commons/Plaza St (Storm Drainage, # 61)
Landscaping and sidewalks should be included within the scope of this project.
