HomeMy Public PortalAbout2004_06_08_r94The Town of Leesburg, Virginia RESOLUTION NO. 2004-94 PRESENTED: June 2, 2004 ADOPTED: June 2, 2004 A RESOLUTION: AUTHORIZING PRE-SELECTED EQUIPMENT PROCUREMENT FOR THE WATER POLLUTION CONTROL FACILITY EXPANSION 7.5 WHEREAS, THE Virginia Public Procurement Act {}2.2-4303 gives a public body, under special conditions, authority to contact with a vendor either through "competitive negotiation" or by "sole source procurement"; and WHEREAS, it has been determined that pre-selection of critical equipment to be used in expansion of the Water Pollution Control Facility (WPCF), will ensure that the equipment installed will meet all requirements of the project; and WHEREAS, the recommended Biofilter Equipment has been selected through a competitive RFP process; and WHEREAS, there is only one source practicably available for the other equipment; and WHEREAS, pre-selection of equipment has been successfully implemented on the three previous upgrade and expansion projects at the WPCF; and WHEREAS, the Director of Utilities recommends procurement of pre-selected equipment as follows: -2- A RESOLUTION: AUTHORIZING PRE-SELECTED EQUIPMENT PROCUREMENT FOR THE WATER POLLUTION CONTROL FACILITY EXPANSION 7.5 Procurement Equipment Unit Process Manufacturer Estimated Method Contract Value Competitive Biofilters Odor Control Biorem $939,000 Negotiation Sole Source Aeration Equip BNR Reactor Sanitaire $103,100 Basisn Sole Source Internal Recycle BNR Reactor Flygt $155,510 Pumps & Mixers Basins Sole Source Gravity Belt Solids Process Andritz $146,200 Thickener Building Sole Source Mechanically Influent Pump Infilco- Cleaned Bar Station Degremont $499,600 Screens Sole Source Program Logic Plantwide Modicon $100,000 Controllers Sole Source DO Probes BNR Reactor Foxboro $18,000 pH Probes Basins THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: The Council hereby determines there is only one source practicably available for the equipment noted and authorizes staff and the town's consultant, CH2M Hill to negotiate with vendors for the referenced major equipment items to be used in expansion of the WPCF. The negotiated price will become part of the successful General Contractor's contract amount with the town for the entire project. PASSED this 2~ day of June 2004.
