AWARDING A CONSTRUCTION CONTRACT TO ARCHITECTURAL
GRAPHICS, INC. FOR THE LEESBURG WAYFINDING SIGN
SYSTEM PROJECT
WHEREAS sufficient funds are available in the FY 2004 budget for the Leesburg
Wayfinding Sign System Project; and
WHEREAS funds in the amount of $52,000.00 have been appropriated in the FY 2004
mid-year budget from the Historic District Offsite Parking Fund;
WHEREAS, funds in the amount of $50,000.00 have been appropriated in the FY 2004
budget from the Economic Development Department;
WHEREAS, an Invitation for Bids (IFB) was issued for the construction of the Leesburg
Wayfinding Sign System Project in accordance with the Town of Leesburg Purchasing Policy; and
WHEREAS, the bid was divided into four alternates to enable the town to obtain as much
of the signage as possible within the allocated budget and; and
WHEREAS, the bids were evaluated by the Capital Projects Administrator and Chief Purchasing
Officer in accordance with the town's Purchasing Policy; and
WHEREAS, Architectural Graphics, Inc. was determined to be the lowest responsive and
responsible bidder for Alternate #2; and
WHEREAS, this is a unit price contract and the final contract amount will be arrived at by
multiplying the bid unit prices by the actual approved quantities in place; and

WHEREAS, the Director of Economic Development, the Director of Engineering and Public
Works and the Capital Projects Administrator recommend approval of an award of the contract to
Architectural Graphics, Inc., in the amount of $97,803.00 for construction of Leesburg Wayfinding Sign
System Project.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the Town
Manager is hereby authorized to award, on behalf of the town, a unit price contract to Architectural
Graphics, Inc., in an estimated amount of $97,803.00 for construction of Leesburg Wayfinding Sign
System Project
