Re: Agenda for the April 7, 1983 Planning Board Meeting at the Town Hall at 7:30 P.M.
Item 1- Keeter MHP continued for report by Sanitarian.
Item 2- Payne MHPs continued for review of lighting by Planning Board. One MHP
is located on the north side of Corbin near Cedar Grove Road (just east
of Maplewood Cemetery); there is a home in front of the MHP. The other
MHP is located on Latimer and Nash Streets (north side of Latimer, west
side of Nash); this MHP has one house and one duplex in front of four
mobile homes. Just north of this MHP is a MHP oiondd by Alice Payne which
has one house in the front and two mobile homes in the back and contains
12,840 square feet in the lot. In addition, there is a MHP which has not
yet received approval from the Board of Adjustment just south of Latimer
Street and located on the west side of Nash Street.
Item 3- Partin MHP located behind White's Furniture was deferred for three months
from January, 1983 so that needed road repairs could be made.
Item 4- Ray MHP across from White Furniture has recently received variances from
the Board of Adjustment. There are six mobile homes and one duplex located
on 36,000 square feet. The lighting seems to be adequate, but the mobile
homes in existence cannot meet the requirement for a minimum of 20 feet
distance between mobile homes. The closest mobile homes are 12 and 14 feet
apart. The driveway is not 25 feet wide but does have a turnaround.

PLANNING BOARD MEETING
Minutes, April 7, 1983
Members present: Frank Sheffield -Chairman, Hilda Brody, Judy Cox, _John Dorward,
Nancy Goodwin, Josephine Holman, Myron Martin, Wayne Oakley and Art Plambeck.
Others present: Daniel Wagner, Jack Payne, Jimmy Partin, Mrs. Myron Martin and
Zoning Officer.
Sheffield called the.meeting.to order at 7:30 P.M. He welcomed John Dorward
and Wayne Oakley to the Planning Board as new members. Since the election of
Chairman and Vice -Chairman was not listed in the agenda and not known to all
of the members, the election was deferred to the next meeting.
Item 1 on the agenda was the Keeter Mobile Home Park on Rex Drive which had
been continued for a complete report by the County Sanitarian for the Hills-
borough District, Doug Holyfield. Holyfield was unable to attend the meeting
due to night classes. However, Holyfield had given all of his information to
Rick Cannity, who had written a memo for the Planning Board (attached).
Sheffield read the memo and gave each member a copy. After discussion of
the memo and two maps showing the septic systems according to Holyfield and
according to Daniel Wagner (neighbor), Myron Martin pointed out that there
is debris down the bank behind the MHP near the railroad. He said the neighbors
shouldn't have to look at it. Goodwin questioned the mobile home on Lot B
draining to the MHP lot. Martin suggested obtaining a notarized statement that
Lot B does not have septic lines draining to a tank on the MHP lot; the statement
would have to come from Keeter. Sheffield suggested limiting the MHP to three units,
requiring a easement be dedicated on Lot B as a septic drainage area for as long as
there is a MHP on lot C (Tax Map 39, Block A, Lot 11), giving Keeter 30 days to
have debris at the back of the lot removed and continuing Keeter's obligation to
keep the M11P clean, removing units from the park if a septic system failed and
was not repaired and reserving an opinion on lighting so that the Planning
Board could add a condition on lighting at the next meeting.
Further discussion about the condition of the mobile home units, road drainage,
lighting and other issues took place. Cox noted that when the park first came
to the Planning Board's attention, there were more units with poorer road condi-
tions and no lighting. Martin recommended that the Planning Board approve the
Keeter MHP with the conditions listed below:
1- The Mobile Home Park is limited to three units.
2- An easement must be legally dedicated on Lot B as a septic drainage area
for the adjacent three unit Mobile Home Park ( Tax Map 39, Block A, Lot 11 ).
The easement must be 10,000 square feet or 100 by 100 square feet on the
front side of Lot B adjacent to the street right of way.
3- Within 30 days of April 7, 1983, the debris at the back of the lot adjacent
to the railroad track must be removed and the property owner is under a
continuing obligation to keep the Mobile Home Park lot clean including the
bank next to the railroad track.
4- A notarized statement from the property owner must be on file in the
Hillsborough Zoning Office assuring that the mobile home on Lot B does not have a
drain into a septic tank and system on the Mobile Home Park lot.
5- If the septic system fails for any. mobile home in the Mobile Home Park,
repairs must be made so that the system is working properly or the units
must be removed from the Mobile Home Park.
6- Planning Board reserves an opinion on the lighting at the Keeter Mobile
Home Park and may add a condition on lighting at the next Planning Board
Meeting on May 5, 1983.

Martin's motion was seconded by Oakley. and passed unanimously. Martin also
suggested that the Zoning Officer check closely to make sure all of the conditions
were met.
Payne MHP's were Item 2 on the agenda. The first one considered was on Corbin
adjacent to Maplewood Cemetery. At the time that the Zoning Officer checked
the lights were on at the back mobile homes and with the street lighting provided
adequate lighting. If the lighting on the mobile homes had not been on, the area
might have been dark. Dorward suggested that additional lighting might have been
too bright for the area. Sheffield said that the two mobile home;parks on Nash
and Latimer needed lighting. Payne felt that the Town should put in the street
lights, not him. He said the cost would be too high and that the Town wouldn't
put in lights if he had already put them in. After further discussion, 30
days was decided upon to give Payne time to get the Town to consider putting in
streets lights next to his mobile home parks. Dorward noted that apartment
complexes have to provide lighting. Martin cited experience to demonstrate that
mobile home parks need to have outside lighting. Brody suggested giving Payne
the 30 -day postponement to go to the Town regarding the street lights.
Dorward moved that the Planning Board approve the mobile home park at Nash
and Latimer which contains four mobile homes, one house and one duplex (Tax
Map 28, Block A, Lot 23) with the stipulation that within 30 days, the Planning
Board would consider adding a lighting requirement if Mr. Payne is unable to
secure the agreement of the Town of Hillsborough to provide public lighting.
Cox seconded the motion which passed unanimously.
Dorward moved that the two unit mobile home park on Nash Street (Tax Map 28,
Block A, Lot 22) be approved subject to a requirement that in accordance with
the density requirement set forth in the Zoning Ordinance the first mobile
home unit removed from the Mobile Home Park could not be replaced and with
the stipulation that the Planning Board would consider a requirement for
additional lighting after 30 days if Payne is unable to secure a commitment
for public lighting. Cox seconded the motion which passed unanimously.
Cox moved that the three unit mobile home park (Tax Map 14, Block E, Lot 19)
on Corbin Street be approved with the stipulation that withiih 30 days, the
Planning Board would consider adding a lighting requirement if Payne is unable
to secure the agreement of the Town of Hillsborough to provide public lighting.
Brody seconded the motion which passed unanimously.
Item 3, Partin MHP, was considered next. Sheffield noted that Partin had not
had a chance to work on the roads in his MHP due to the weather. He suggested
that the debris could be hazardous to children. Partin said that the metal
debris was part of a burned out mobile home which was supposed to be moved by
the owner; however, Partin said that he would have it moved in the next couple
weeks and would plow up the area for MHP residents who wanted to garden. He had
received a letter from the Southern Railway Company giving him permission to fix
the road between the railroad and the highway. During the discussion it was noted
that the fence around the garage was broken down and that there were three cars
(two of which were shells) within the fence. He said that he planned to getrid
of the cars and replace the broken fence. Partin said that if the weather permitted
he would be able to get the road repaired, burnt mobile home and car shells out and
repair the fence. The Planning Board agreed to defer the Partin MHP until the next
Planning Board Meeting and consider it at that time if the weather has permitted the
work to be done.
The Ray MHP was postponed until the next meeting since no one had attended the meeting
to represent Mr. Ray. Also the letter required from the neighbor by the Board of

Adjustment had not yet been received.
A report by the Section 8 Committee Chairman Goodwin noted that they had seven
more conditional use permits to go, but due to committee members out of town trips,
they would not have section 8 ready for presentation at the next Planning Board
Meeting. The Section 8 parts that are ready are to be typed up as soon as possible.
Sheffield passed out the draft proposed revisions for the Mobile Home Section
under 9.1 through 9.1.7 and under 12.4.
The committee's recommendations would prohibit mobile homes from the Historic
District (but not modular homes), make the construction standards applicable
to all new residential structures, and drop the requirement that mobile home
owner own the lot. Martin said that the property owner would be responsible
for keeping the lot in proper condition. Holman said that the growth of weeds
had been a problem at the lot at Nash and King preventing the sight needed for
getting out into the street. She noted that the property owner had not maintained
the lot.
Board of Adjustment report concerned the case where enclosure of a non -conforming
building was in question.
Sheffield noted the need for a Chairman for the South Hillsborough Committee and
the need for a report from that Committee as soon as possible.
Sheffield reported that the Town Board had agreed to have the Planning Board
Chairman or his/her designee on the Water Committee. Also, the Town Board had
agreed to provide labor for the sewer line to James Rae Freeland's subdivision
south of 1-85 and west of 86.
The meeting was adjourned.
