APPROVING AMENDING SECTIONS 12.1-50(C)AND 12.1-50.1 OF
THE PERSONNEL MANUAL REGARDING HOLIDAY PAY
WHEREAS, the Town of Leesburg values highly the sacrifice of employees working on
holidays and missing this time at home with family and friends; and
WHEREAS, the Town of Leesburg has to compete with other local jurisdictions for
service workers; and
WHEREAS, for staffing reasons, supervisors need to be able to offer an incentive to
employees willing to work during observed holidays; and
WHEREAS, many local jurisdictions already provide compensation equal to one and
one-half times the regular rate of pay in addition to holiday pay to employees actually working
during observed holidays; and
WHEREAS, Sections 12.1-50(c) and 12.1-50.1 should be amended to provide this higher
rate of pay; and
WHEREAS, staff recommends approval of this amendment effective July 1, 2004.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
Section I. The Town of Leesburg Personnel Manual is hereby amended as follows:

PERSONNEL MANUAL. REGARDING HOLIDAY PAY
Section 12.1-50(e} Holidays
(c) Employees required to be on duty during a holiday because of the
nature of their position, emergencies or any other reason shall
receive holiday pay equal to one and one-half times the regular
hourly rate for each hour worked or compensatory time, either of
which shall be in addition to their regular pay. Employees required
to report for duty at hours outside their regularly scheduled workday
within the 24-hour period of the holiday shall be paid at the rate of
one and one-half times ~egular pay or given compensatory time.
Sec. 12.1-50,1 Holidays for Part-Time Employees ·
Ali eligible part time employees scheduled to wo~'k an average-:4 ,_ .~ hours o~' more per
week on a continuous basis shall receive prorated holiday pay lbr each holiday provided to
full-rime career employees. Holiday pay shall be based the same as vacation pay. Eligible
part-time employees also will receive one and one-half times the ~egular hourly rate of pay
for each hour worked on a holiday.
Section II. This amendment to the Personnel Manual is effective July 1, 2004.
