A RESOLUTION: WHEREAS, the 2004-150 PRESENTED: September 14, 2004 ADOPTED: September 14, 2004 SUPPORTING A GRANT APPLICATION FOR WATERSHED PLANNING IN THE TOWN OF LEESBURG SUBMITFED TO THE EPA REGION III GEOGRAPHIC INITIATIVE PROGRAM BY THE PIEDMONT ENVIRONMENTAL COUNCIL (PEC), AND ESTABLISHING A STEERING COMMITTEE TO COORDINATE THE EFFORTS OF THE TOWN AND THE PEC PIEDMONT ENVIRONMENTAL COUNCIL (PEC) was established in 1972 to promote and protect Virginia's rural economy, natural resources, history and beauty; and WHEREAS, intense participation at the local, regional, and state levels distinguishes PEC as a leading advocate for both land conservation and managed growth; and WHEREAS, on July 16, 2004, PEC submitted a grant application to US EPA Region III Regional Geographic Initiative Program for watershed planning in the Town of Leesburg; and WHEREAS, the PEC has requested that the Leesburg Town Council support the grant application; and WHEREAS, the grant does not commit the town to any matching funds, but does include a expectation of staff time to provide data, participate in and cooperatively stage stakeholder meetings and review progress; and WHEREAS, the Town of Leosburg Environmental Advisory Commission (EAC) has recommended that the town start a process to develop watershed management plans; and WHEREAS, although the town historically has regulated storm water for the prevention of flooding, last year the town applied for, and received, its first NPDES storm water permit from the Commonwealth of Virginia; and WHEREAS, this NPDES permit regulates the water quality of storm water discharge from the town municipal separate storm sewer system (MS4) into the waters of the Commonweal; and A RESOLUTION: SUPPORTING A GRANT APPLICATION FOR WATERSHED PLANNING IN THE TOWN OF LEESBURG SUBMITTED TO THE EPA REGION III GEOGRAPHIC INITIATIVE PROGRAM BY THE PIEDMONT ENVIRONMENTAL COUNCIL (PEC), AND ESTABLISHING A STEERING COMMITTEE TO COORDINATE THE EFFORTS OF THE TOWN AND THE PEC WHEREAS, the town supports the PEC water quality goals with respect to improving the water quality of storm water discharges from the town storm sewer system; and WHEREAS, Leesburg, as a designated urban area, also wishes to improve water quality; however, the strategies acceptable in an urban, developing area may be different than those strategies of more rural areas; and WHEREAS, the Town believes that this is an excellent opportunity for cooperative information gathering, honest assessment, and frank discussion about water quality issues. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: The Town Council hereby supports the grant application for watershed planning in the Town of Leesburg as submitted to thc EPA Region III Geographic Initiative Program by thc Piedmont Environmental Council (PEC); and, hereby establishes a steering committee consisting of the Environmental Advisory Commission, a member of thc Planning Commission, as selected by that Commission, and appropriate town staff to coor~nate the efforts of the town and the PEC.
