APPROVING A $50,000 APPROPRIATION FROM THE A.V.
SYMINGTON FUND TO THE PARKS AND RECREATION
DEPARTMENT OPERATING BUDGET FOR PRELIMINARY
ARCHITECTURAL AND ENGINEERING SERVICES FOR IDA LEE
PARK AND RECREATON CENTER
WHEREAS, in March of 2004, the Town of Leesburg was notified that Ida Lee Park and
Recreation Center would receive a donation from the A.V. Symington estate in the amount of
$4.25 million; and
WHEREAS, the Trustees of the Symington estate have indicated that the bequest shall be
used exclusively for the purchase or construction of improvements and/or purchase of equipment
and services for public recreational and educational purposes at Ida Lee Park and Recreation
Center; and
WHEREAS, on August 17, 2004, the town was presented with a check from the Trustees in
the amount of $2.5 million in accordance with the bequest; and
WHEREAS, the Parks and Recreation Advisory Commission and staff from the parks and
recreation department have begun discussions on how best to use the Symington donation; and
WHEREAS, the assistance of a professional architectural and engineering firm is needed to
complete feasibility studies, market analysis, and preliminary design and engineering work; and
WHEREAS, the Parks and Recreation Advisory Commission and the Director of Parks and
Recreation recommend the appropriation of $50,000 from the Symington donation to hire a

professional architectural and engineering firm to develop final recommendations for consideration
by the Town Council.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that
$50,000 is hereby appropriated from the Symington fund into the general operating budget of the
Department of Parks and Recreation for preliminary architectural and engineering services for
improvements at Ida Lee Park and Recreation Center.
