HomeMy Public PortalAbout23-022 - ACCEPTING $70,866.08 IN GRANT FUNDS FROM THE CALIFORNIA GOVERNOR'S OFFICE OF EMERGENCY SERVICES, AS A SUB-RECIPIENT OF A FEMA HMP GRANTRESOLUTION NO. 23-022 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, ACCEPTING $70,866.08 INGRANT FUNDS FROM THE CALIFORNIA GOVERNOR’S OFFICE OF EMERGENCY SERVICES, AS A SUB-RECIPIENT OF A FEMA HMPG GRANT WHEREAS, the Federal Emergency Management Agency (FEMA) provides funding to State, Local, Tribal, territorial governments to develop projects that align with their plans to mitigate against future hazards; and WHEREAS, Hazard Mitigation Grant Program (HMGP) is authorized by Section 404 of the Stafford Act, 42 U.S.C. 5170c; and WHEREAS, the key purpose of HMGP is to ensure that the opportunity to take critical mitigation measures to reduce the risk of loss of life and property from future disasters is not lost during the reconstruction process following a disaster; and WHEREAS, States, territories, and federally recognized tribes are eligible Applicants for HMA programs; and WHEREAS, In California, these funds are administered by the California Governor’s Office of Emergency Services (CALOES) Hazard Mitigation Section; sub-applicants include state agencies, local governments, special districts, and some private non-profits; and WHEREAS, the City of Carson through its Emergency Services Manager applied for a Hazard Mitigation Plan assistance funds for the City’s 2013 Hazard Mitigation Plan update; and WHEREAS, the City is required to match at least 25% of the grant funds with local funds; and WHEREAS, the City Manager has submitted the City of Carson’s commitment to meet the local match fund requirement; and WHEREAS, the City was recently notified that it will be receiving up to $70,866.08 in grant funding from CALOEs; and WHEREAS, the City Council now desires to accept the Hazard Mitigation Grant Program Funds for FY 2022/23. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, DOES HEREBY RESOLVE, FIND, DETERMINE, AND ORDER AS FOLLOWS: Section 1. The award of grant funding from CALOES up to $70,866.08 for the Hazard Mitigation Plan Update is hereby accepted. Section 2. The City Clerk shall certify to the adoption of this resolution and shall keep a copy of this resolution attached to the FY 2022-23 budget on file, and effective as of January 3, 2023, the same shall be in force and effect.
