HomeMy Public PortalAboutResolution 2020-18, Proceed With Acceptance Of Bids Fieldcrest Drainage Work Phase One RESOLUTION 2020-18 A RESOLUTION TO PROCEED WITH ACCEPTANCE OF BIDS FOR FIELDCREST DRAINAGE WORK PHASE ONE WHEREAS, the City Council of the City of Riverdale, Iowa must consider making improvements for storm water and drainage ways, and; WHEREAS, the City's Engineering firm MSA Professional provided an estimate and suggestion for a first Phase of improvements which is attached as Exhibit A, and; WHEREAS, the City Council would like to have the project bid out so as to proceed with the work if the price is acceptable, and; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RIVERDALE, IOWA, . Directs City staff to proceed to bid out the work for the Fieldcrest Drainage Area Phase One and bring bids back at a future meeting. Passed and approved this 25th day of February 2020. As you are aware, I agreed with your concern about slopes as steep as 1.5 horizontal to 1 vertical for the south bank of the Fieldcrest drainage way. At the same time, I did not want to take away a significant part of the walking trail through this area on the south side of the creek in order to obtain a flatter slope for the creek bank. I asked a Contractor who I am familiar with, Mr. Randy McClintock, to review the site with me. I explained the situation as well as both of our concerns. Mr. McClintock suggested shifting the stream channel to the north and reestablishing the south bank from the existing top of the bank down to the toe utilizing 2 horizontal to 1 vertical. Because the stream is not recognized as a stream or wetland by any agency, I have no issues with this suggestion. It maintains the width of the walking trail, and it relocates the stream further away from the existing sanitary sewer. Furthermore, by placing revetment stone on the south bank and the bottom of the creek, the sanitary sewer in this area should be protected from future meanders. As proposed, there will be no excavation near the existing sanitary sewer. Instead, more cover will be added to the side of the sanitary sewer. I requested that Mr. McClintock provide me a quote me for this suggestion. The McClintock Trucking and Excavating proposal is enclosed with this letter. I disagree with your suggestion to utilize Army Corps of Engineer gradations for revetment stone. Most local quarries are more familiar with the revetment 2117 State Street storm gradations of the Iowa Department of Transportation. Suite 200 Bettendorf. IA 52722 It remains my suggestion that leaving the downed timber on the north side of P (563)445-3501 the creek is acceptable. My reasons are there is plenty of downed timber in TF (888)732-6321 this area, the north side of the creek is not utilized as a walking trail area, and F (563)445-3503 the area is not visible to residents from the adjacent neighborhoods or roadways. In order for residents to observe the downed timber they must walk www rnsa-ps corn into this wooded area. If the stream is down-cut, then more riprap is available to protect the bank against the changing creek cross section. I have asked McClintock Trucking and Excavating to place revetment stone along the bottom of the creek to prevent further down-cutting of the creek in this area. I think temporary grass seed should be placed on the new south bank. However, I prefer the area to utilize the existing seed bank rather than holding the Contractor accountable for growing grass on the south bank of a creek in the woods. Between the lack of direct sunlight (north exposure) and the existing tree vegetation, I do not think establishment of a permanent turf in a quick time frame is realistic. As a result of our review, we identified an area of creek bank that would benefit from immediate stabilization. MSA's recommendation is based on the potential destabilization of the existing sanitary sewer that is located on the south side of the aforementioned drainage way. MSA RECOMMENDATION: The area of concern is located about 100 feet west of the end of Fieldcrest. At this location, the creek bottom appears to be about 3 feet deeper than the sanitary sewer. Furthermore, the creek appears to be eroding a meander that is heading towards the sanitary sewer. MSA suggests the following remedy: Grade back the south bank(one area about 60 feet long) so that it is at a slope of 1.5 horizontal to 1 vertical. Remove enough earth to place engineering fabric, construct a layer of 12-inch thick porous material backfill, and place Class A revetment stone about 2 feet thick. The revetment stone would be placed from the toe of slope up the bank to a height about 6 feet above the 2117 State Street bottom of the channel. The toe of the slope would be over-excavated to allow Suite 200 for the placement of riprap to self dump as the creek continues to erode Bettendorf, IA 52722 deeper.
