Leesburg Town Council Adopts Updated Town Plan
Leesburg, VA (June 27, 2012) – On Tuesday, June 26, 2012, the Leesburg Town Council adopted
amendments to the Town’s comprehensive plan (the Town Plan). The Town Plan provides long
range policy guidance for adoption of land development regulations, review of land
development proposals, and provision of capital project improvements. Originally adopted in
2005, this is the first comprehensive update to the Town Plan.
Town Council adoption followed an extensive, thorough review by the Leesburg Planning
Commission with significant input from the Town’s advisory commissions and the public. The
intent was not to re-write the plan but to revise specific sections based on changed conditions
since the original adoption of the plan in 2005. The Town Plan retains the overall direction “to
continue the diversity in economic and housing opportunities in a manner that reflects the best
qualities of Leesburg’s downtown.” Policy updates focused on better positioning the Town to
attract and retain growing businesses while providing for a high quality of life for residents.
Highlights of the revisions to the Town Plan include:
• Plans to attract new businesses focused on government contracting, research &
development, and higher education
• Future development of a neighborhood plan for the East Market Street corridor outside
of the bypass to better coordinate land development and transportation facilities
• Encouragement of growth opportunities for existing businesses in the Cardinal Park area
outside of the Leesburg Bypass
• Expanded flexibility for high tech business uses near the Leesburg Executive Airport and
along East Market Street
• Development of a Historic Resources Preservation Plan for the Town
• Direction for implementing the Town’s Urban Forestry Management Plan
• Encouragement of additional smaller housing units, in accordance with recent trends
“We appreciate the efforts of so many citizens and the Town’s Boards and Commissions who
helped refine the Town Plan,” commented Mary Harper, Chair of the Town’s Planning
Commission. “The plan provides essential guidance for Leesburg to reach its long term land use
goals while preserving the unique character of the Town.”

The Town Plan amendments are effective immediately. Town staff is working to compile all of
the amendments into a new document that should be available online and in print by late July
this year.
