HomeMy Public PortalAbout2004_10_13_r167The Town of Leesburg, Virginia RESOLUTION NO A RESOLUTION: PRESENTED October 13, 2004 2004-167 ADOPTED October 13, 2004 APPROVING AN AMENDMENT TO THE FY 2005 BUDGET TO FUND THE CRESCENT DISTRICT MASTER PLAN WHEREAS, the Business Development Strategy for Leesburg, Virginia was endorsed by Council in May 2003; and WHEREAS, that strategy outlined the concept of redeveloping the area adjacent to the Historic Downtown as a new mixed-use district called the Crescent District; and WHEREAS, since the publication and endorsement of the Business Development Strategy staff has requested funding to complete a Master Plan for the proposed Crescent District during the FY 2004 and FY 2005 budget processes; and WHEREAS, a key feature of the Crescent District is a creek commonly known as Town Branch, which is a component of the Town Branch Flood Control Project that has been suspended pending the outcome of the development ora Crescent District Master Plan; and WHEREAS, a Master Plan for the Crescent District will cost approximately $50,000 and is not budgeted in FY 2005; and WHEREAS, sales tax revenue in FY 2004 exceeded projections by 13%; and WHEREAS, based on sales tax revenue for the first quarter of FY 2005, staff projects an increase in sales tax revenue sufficient to fund $50,000 for the Crescent District Master Plan; and WHEREAS, staff recommends that the FY 2005 General Fund Budget revenues and expenditures be increased by $50,000. A RESOLUTION: -2- APPROVING AN AMENDMENT TO THE FY 2005 BUDGET TO FUND THE CRESCENT DISTRICT MASTER PLAN THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the FY 2005 Budget is hereby amended to appropriate $50,000 from additional sales tax revenue to the General Fund within the Planning, Zoning & Development Department budget for the Crescent District Master Plan.
