HomeMy Public PortalAbout2017-02-201 REGULAR COUNCIL MEETING, FEBRUARY 20, 2017 CALL TO ORDER The Regular Council Meeting of February 20, 2017, was convened at 6:00 P.M. by Mayor Carrie Tergin. ROLL CALL The f ollowing Council Members were present for the roll call: Present: Branch, Graham, Henry, Hussey, Luebbert, Mihalevich, Prather, Schreiber, Ward, and W iseman Absent: None A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilman Graham, seconded by Councilwoman Ward, to adopt the agenda as amended by reversing the order of items “4-b” (KWOS proclamation) and “4-c” (Recognizing City staff for services during Inauguration) under Miscellaneous Agenda Items, and also by taking up Resolution RS2016-30 immediately after the public hearing on the associated issue (Truman Hotel Urban Renewal Plan). The motion was seconded by Councilwoman Ward, and approved unanimously. MISCELLANEOUS AGENDA ITEMS City Administrator Steve Crowell made a presentation and introduced Mr. Bryan Braun as Outstanding Employee Service Award Recipient for February, 2017 . Mayor Tergin congratulated Mr. Braun and thanked him for his dedication to the City and presented him with a token of appreciation from the City. Mayor Tergin read a letter sent to the City from the Missouri Department of Public Safety thanking City personnel for service during the Inauguration events on January 9. City Administrator Crowell indicated that personnel f rom the Police Department, Fire Department, Public Works Department, Parks & Recreation Department, and Planning & Protective Services Department had all provided special service during that event and those departments were thanked for their outstanding service. 2 REGULAR COUNCIL MEETING, FEBRUARY 20, 2017 Mayor Tergin read and presented a Proclamation in honor of KWOS Radio Station’s 80 Years of Service to the community. Mr. John Marsh and Kelly Ray from KWOS were present to accept the proclamation and made brief comments. Mayor Tergin introduced former Councilwoman Carolyn McDowell who shared a special historical print of the Jefferson City Fire Department which she had donated for a recent fund raising event. The print was purchased by Mayor Tergin who wished to, in turn, donate it to the Fire Museum. Museum representatives Steve Holtmeyer and Sherl Frandsen were present to accept the print and give a brief update on the status of the museum. Mayor Tergin thanked them for their efforts to bring the museum to our community and urged citizens to support their efforts. PUBLIC HEARINGS Truman Hotel Urban Renewal Plan: Senior Planner Eric Barron presented a staff report on the background of the issue. At the conclusion of the staff presentation, the following persons spoke on the issue: In favor:  Mr. George Hartsfield  Mr. John Hequembourg  Mr. Jim Wisch  Mr. Randy Halsey  Mr. Craig Lammers  Mr. Jason Verslues  Mr. Nick Monaco No one came forward to speak in opposition to the proposed Urban Renewal Plan At the conclusion of public testimony, Mayor Tergin declared the evidentiary portion of the public hearing concluded, and announced that the Council would now take up the associated Resolution. RS2016-30 - Truman Hotel Urban Renewal Plan (Henry) A motion was made by Councilman Hussey for adoption of RS2016-30 as presented, seconded by Councilman Henry, and approved unanimously by the following roll -call vote: 3 REGULAR COUNCIL MEETING, FEBRUARY 20, 2017 Aye: Branch, Graham, Henry, Hussey, Luebbert, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: None APPOINTMENTS BY THE MAYOR There were no appointments recommended at this time. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS There were no presentations made at this time. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF Council Committee Announcements:  Councilman Henry announced a Public Works & Planning Committee meeting is scheduled for 7:30 a.m. on Thursday, February 23.  Councilman Graham announced that a Public Safety Committee meeting is also scheduled for 7:30 a.m. on Thursday, February 23. Mayor’s Announcements:  An Informational Presentation / Public Meeting on Capitol Avenue Rezoning & Overlay District for the East Capitol Area is scheduled for 5:30 on Tuesday, February 28, at City Hall  The News Tribune will host candidate forums at City Hall in the Council Chambers, as follows: o March 7 – school board races and the bond and levy issues 6:00 P.M. o March 21 –City Council races on the April 4 ballot, 6:00 P.M.  Joint City / County Work Session to hear Chamber of Commerce Annual Report, Monday, February 27 at 5:30 P.M. in the Council Chambers  The Special Learning Center recently visited the Jefferson City Police Department to present Valentines to officers and the children were given a tour of the Department. 4 REGULAR COUNCIL MEETING, FEBRUARY 20, 2017 LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Lincoln Liaison Jonathan Jackson made several announcements regarding the following events:  Wellness Center soft opening which occurred today  Men’s Basketball Team season update  LU Day Commemoration Program on February 27 in the Capitol Rotunda  HBCU “Battle of the Brains” competition in Austin, TX PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS Ms. Kristi Campbell, Cole County Health Department, made a presentation regarding Bill 2016-114 (Prescription Drug Monitoring Program) and urged the Council to approve it. She answered questions asked by the Council. Mr. Jim Marshall made a presentation to urge the Council to approve Bill 2016 -114 (Prescription Drug Monitoring Program) Mr. Leonard Steinman made a presentation to urge the Council to approve Bill 2016-106 (Vehicles for Hire, i.e., “Uber” or “Lyft”) CONSENT AGENDA The following items were brought before the Council for approval by Consent: a. Minutes of City Council Meetings: February 6, 2017 b. Accepting Bid 2895 ($109,859.22) of Columbia Freightl iner Sales for Tandem Dump Truck c. Councilman Henry requested that the rules be suspended and Bill 2016 -114 placed on third reading and final passage. A lengthy discussion regarding the request to suspend the rules. Council Members Wiseman and Prather objected to suspension of the rules. Therefore, in accordance with Sec. 3.11(e)(2) of the City Charter, the rules were not suspended. PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS Ms. Mary Ann Reuter made a presentation regarding an issue pertaining to storm water. Associate City Counselor Bryan Wolford advised that since the issue was a matter of litigation the Council should not discuss the matter in open session. Mr. Leonard Steinman made a presentation regarding the Polar Plunge and suggested the City could host its own event in the future at McKay Lake. COUNCIL AND STAFF RESPONSE TO PRESENTATIONS FROM THE GALLERY There were no comments made at this time. NEW BUSINESS There was no new business brought forward. UNFINISHED BUSINESS There was no unfinished business brought before the Council. 9 REGULAR COUNCIL MEETING, FEBRUARY 20, 2017 APPROVAL OF CLOSED SESSION MINUTES Mayor Tergin announced that approval of the February 20, 2017, Closed Session Minutes would be postponed until the March 6 meeting to allow Council Members to ask for clarification on a portion of the minutes. ADJOURNMENT As there was no further business to come before the Council at this time, a motion for adjournment was made by Councilman Graham, seconded by Councilwoman Wiseman, and approved unanimously at 7:36 P.M.
