MOAB CITY COUNCIL
REGULAR MEETING
April 27, 2010
The Moab City Council held its Regular Meeting on the above date in
the Council Chambers of Moab City Offices, located at 217 East Center
Street, Moab, Utah. Mayor David L. Sakrison called the Pre‐Council
Workshop to order at 6:30 PM. In attendance were Councilmembers
Kyle Bailey, Sarah Bauman, Kirstin Peterson, Jeffrey Davis and Gregg
Stucki; City Manager Donna Metzler, City Recorder/Assistant City
Manager Rachel Ellison, Deputy Recorder II Danielle Guerrero, Planning
Director Jeff Reinhart, City Treasurer Jennie Ross and Police Chief Mike
Navarre.
Mayor Sakrison called the Regular City Council Meeting to order at 7:00
PM and led in the Pledge of Allegiance. Eighteen (18) members of the
audience and media were present.
Councilmember Peterson moved to approve the minutes of April 2, 13
and 20, 2010. Councilmember Stucki seconded the motion. The
motion carried 5‐0 aye.
There were no Citizens to be Heard.
A Community Development Department Update was not given.
An Engineering Department Update was not given.
A Planning Department Update was not given.
A Police Department Update was not given.
A Public Works Department Update was not given.
Mayor Sakrison presented Abigail Mason with the Mayor’s
Student Citizenship of the Month Award for April 2010 for
Helen M. Knight Intermediate School.
A presentation was made by the Grand County Teen Advocates.
Councilmember Bailey moved to approve a Special Business Event
License for the Moab Arts Festival to Conduct an Arts Festival on May
29 and 30, 2010. Councilmember Bauman seconded the motion. The
motion carried 5‐0 aye.
Councilmember Bauman moved to approve a request by the Moab Arts
Festival for Use of Swanny City Park on May 29 and 30, 2010 to
Conduct an Arts Festival. Councilmember Bailey seconded the motion.
The motion carried 5‐0 aye.
Councilmember Peterson moved to approve a request for an Amplified
Music Event at Old City Park by Shayla Dunn on July 17, 2010.
Councilmember Bauman seconded the motion. The motion carried 5‐0
aye.
Councilmember Peterson moved to approve a request by Tyler Servoss
for Use of Swanny City Park on June 10 and 11, 2010. Councilmember
Bauman seconded the motion. The motion carried 5‐0 aye.
Councilmember Stucki moved to approve a Special Business Event
License for Rockwell Relay LLC/Tyler Servoss to Conduct a Bicycle Relay

Bailey seconded the motion. The motion carried 5‐0 aye.
Councilmember Bailey moved to approve Proposed Resolution #11‐
2010 – A Resolution Approving an Amended Interlocal Agreement by
and between the City of Moab and Grand County Pertaining to the
Relocation of a City Water Pipeline. Councilmember Stucki seconded
the motion. The motion carried 5‐0 aye.
Councilmember Peterson moved to approve a Contract for the
Purchase of Goods and Services by and between the City of Moab and
Excel Bridges. Councilmember Stucki seconded the motion. The
motion carried 5‐0 aye.
Under Determination Regarding Future Allocation of Real Estate
Transfer Assessment Funds, City Manager Metzler made a
presentation. Discussion followed.
There was no Correspondence to be Read.
Under Administrative Report, City Manager Metzler stated that the
next Council Budget Workshop would be on May 4, 2010 and that staff
had been working on a draft storm water line agreement with the
hospital.
A Report on City/County Cooperation was not given.
Under Mayor and Council Reports, Councilmember Bauman stated that
there had been a change to the Virginian Apartment Project Grant and
the request was now to replace the heating units.
Councilmember Stucki moved to pay the bills against the City of Moab
in the amount of $115,051.41. Councilmember Bailey seconded the
motion. The motion carried 5‐0 aye by a roll‐call‐vote.
Councilmember Bailey moved to adjourn the meeting. Councilmember
Stucki seconded the motion. The motion carried 5‐0 aye.
Mayor Sakrison adjourned the meeting at 7:44 PM.

The Moab City Council held a Special Workshop Meeting on the above
date in the Council Chambers of Moab City Offices, located at 217 East
Center Street, Moab, Utah. Mayor Pro‐Tem Sarah Bauman called the
City Council Workshop to order at 7:05 PM. In attendance were
Councilmembers Kyle Bailey, Kirstin Peterson, Jeffrey Davis, and Gregg
Stucki; City Manager Donna Metzler and City Recorder/Assistant City
Manager Rachel Ellison.
Councilmember Bailey moved to approve Proposed Resolution #10‐
2010 – A Resolution by the Moab City Council to Adopt the City of
Moab Tentative Budget for Fiscal Year 2010‐2011 and Setting a Public
Hearing For Review of the Final Budget on May 11, 2010 at 7:30 PM.
Councilmember Peterson seconded the motion. The motion carried 5‐
0 aye.
City Manager Metzler made a presentation regarding the Fund
Balances for all Funds. Discussion followed.
City Manager Metzler made a presentation regarding Capital Projects.
Discussion followed.
Mayor Pro‐Tem Bauman adjourned the meeting at 7:35 PM.

June 23, 2010
The Moab City Council held a Special Meeting on the above date in the
Council Chambers of Moab City Offices, located at 217 East Center
Street, Moab, Utah. Mayor David L. Sakrison called the City Council
Workshop to order at 11:16 AM. In attendance were Councilmembers
Kyle Bailey, Jeffrey Davis, Kirstin Peterson and Gregg Stucki; City
Manager Donna Metzler and City Recorder/Assistant City Manager
Rachel Ellison. Five members of the audience and media were present.
Councilmember Davis made a motion to remove Brent Williams from
the Appointed position of Public Works Director. Councilmember
Bailey seconded the motion. The motion carried 4‐0 aye.
Councilmember Bailey moved to adjourn the meeting. Councilmember
Peterson seconded the motion. The motion carried 4‐0 aye.
Mayor Sakrison adjourned the meeting at 11:16 AM.

The Moab City Council held its Regular Meeting on the above date in

Street, Moab, Utah. Mayor Pro‐tem Sarah Bauman called the Pre‐
Council Workshop to order at 6:35 PM. In attendance were
Councilmembers Kyle Bailey, Kirstin Peterson and Gregg Stucki; City
Manager Donna Metzler, City Recorder/Assistant City Manager Rachel
Ellison, Planning Director Jeff Reinhart, Community Development
Director David Olsen and City Treasurer Jennie Ross.
Mayor Pro‐tem Bauman called the Regular City Council Meeting to
order at 7:00 PM and Councilmember Bailey led in the Pledge of

Under Community Development Department Update, Community
Development Director David Olsen stated that the Millcreek Drive
Project was completed.
An Engineering Department Update was not given.
Under Planning Department Update, Planning Director Reinhart
distributed a written report and photographs.
A Police Department Update was not given.
Public Works Department Update was not given.
Councilmember Peterson moved to approve Proposed Resolution #15‐
2010 – A Resolution Regarding the Wastewater Planning Program.
Councilmember Bailey seconded the motion. The motion carried 4‐0
aye.
Councilmember Stucki moved to approve Amendment #1 to the
Subdivision Improvements Agreement for the Preserve Subdivision.
Councilmember Peterson seconded the motion. The motion carried 3‐
0 aye with Councilmember Bailey abstaining.
Councilmember Stucki moved to approve a Revised Trust Deed for the
Preserve Subdivision. Councilmember Peterson seconded the motion.
The motion carried 3‐0 aye with Councilmember Bailey abstaining.
Councilmember Stucki moved to approve a Purchasing Exception for
Straightline Contracting in the Amount of $28,184.00. Councilmember
Peterson seconded the motion. The motion carried 4‐0 aye by a roll‐
call‐vote.
Councilmember Peterson moved to approve a Request by Sara
Hatathley for an Amplified Music Event at Old City Park to be Held on

Councilmember Bailey moved to approve a Request by the Moab
Music Festival for an Amplified Music Event at Old City Park to be Held
on September 5 and 6, 2010. Councilmember Stucki seconded the
motion. The motion carried 4‐0 aye.
Councilmember Peterson moved to approve a Request by the
Canyonlands Rodeo Committee for a Refund of Special Event and
Banner Fees in an Amount not to Exceed $145.00. Councilmember
Stucki seconded the motion. The motion carried 4‐0 aye by a roll‐call‐
vote.
There was no Correspondence to be Read.
Under Administrative Report, City Manager Metzler stated that city
staff had pulled together, was adapting and carrying the load for the
absent engineer and public works director. City Manager Metzler then
stated that the new engineer, Rebecca Andrus, would be starting the
following Monday and that the Public Works Director job posting
would close on July 30, 2010. City Manager Metzler then stated that
the City had received 44 applications for the open position of Moab
Arts and Recreation Center Director and that she had attended an
Aquatic Center Meeting the previous Thursday.
A Report on City/County Cooperation was not given.
Under Mayor and Council Reports, Councilmember Stucki
complimented city staff and stated that he liked the open sprinklers for
the public at Swanny City Park during the absence of a pool.
There were no bills to pay against the City of Moab.
Mayor Pro‐tem Bauman adjourned the meeting at 8:09 PM.
