RECOMMENDING AN UNDERGROUND OPTION FOR AN
ELECTRICAL TRANSMISSION LINE CORRIDOR AND OPPOSING
CONSTRUCTION ON ANY PART OF THE W&OD REGIONAL
PARK
WHEREAS, Dominion Virginia Power Company has announced that the application for
the 230 kV transmission line that it will file with the State Corporation Commission will not
include any of the nine miles of the Washington & Old Dominion (W&OD) Regional Park west
of the Route 7/15 Bypass; and
WHEREAS, a two-mile section of the W&OD Regional Park between the Pleasant View
Substation and the Route 7/15 Bypass is still being considered as one of the preliminary
transmission corridor alignments; and
WHEREAS, Dominion Virginia Power Company has proposed two sets of preliminary
routes for the transmission line; one set that utilizes the Route 7 Bypass corridor, and a second
set composed of corridors south and west of the town; and
WHEREAS, none of the proposed alternative routes include an underground alternative;
and
WHEREAS, an above-ground transmission line will have significant impacts on the
environment and on property values, particularly for alternative alignments in the town: and
WHEREAS, staff believes that the town's interests are best served by an underground
alignment and that no alignment should use any of the W&OD Regional Park.

A RESOLUTION: RECOMMENDING ALTERNATE TRANSMISSION CORRIDORS
THEREFORE, RESOLVED that the Council of the Town of Leesburg in Virginia will,
on behalf of the citizens of Leesburg, only support an underground option for the proposed
transmission line.
FURTHER, RESOLVED that the Town Council will work with Dominion Virginia
Power, Loudoun County, our state legislators, and the State Corporation Commission to ensure
that no part of the W&OD Regional Park, or any area in the vicinity of the W&OD Regional
Park west of the Pleasant View Substation is selected as the location for the proposed 230kV
transmission line to Purcellville.
