A RESOLUTION: PRESENTED November 9, 2004 2004-184 ADOPTED November 9, 2004 APPROPRIATING AN ADDITIONAL $419,200 FOR THE RUNWAY 17-35 REHABILITATION AND MISCELLANEOUS IMPROVEMENTS PROJECT AND AWARDING THE CONSTRUCTION CONTRACT TO CHEMUNG CONTRACTING CORPORATION WHEREAS, the Runway 17-35 Rehabilitation and Miscellaneous Improvements Project is fully funded by the Federal Aviation Administration (FAA), the Virginia Department of Aviation (DOAV), and Town of Leesburg and administered by the town; and WHEREAS, the total project cost that includes design, construction, construction management, and construction administration is approximately $3,519,200, and consists of the following secured grants and town council contribution as follows: · Federal Aviation Administration $3,153,240.00 95% · VA Dept of Aviation $ 132,768.00 04% · Town of Leesburg $ 33,192.00 01% WHEREAS, approximately $200,000 has been spent on engineering design; and WHEREAS, the FY 2005 Capital Improvements Project budget appropriated $3,100,000 for this project; and WHEREAS, additional appropriation in the amount of $419,200 from the Federal Aviation Administration and Virginia Department of Aviation is needed; and WHEREAS, in response to a public solicitation for bids for this Runway 17-35 Rehabilitation and Miscellaneous Improvements Project, the town received bids on June 30, 2004 from the following firms: A RESOLUTION: APPROPRIATING AN ADDITIONAL $419,200 FOR THE RUNWAY 17-35 REHABILITATION AND MISCELLANEOUS IMPROVEMENTS PROJECT AND AWARDING THE CONSTRUCTION CONTRACT TO CHEMUNG CONTRACTING CORPORATION · Chemung Contracting Corporation · The Lane Construction Corporation · General Excavation, Inc. WHEREAS, this is a "Unit Price" contract; and WHEREAS, the bids were evaluated by the $3,004,720.00 $3,342,382.00 $4,197,962.50; and Chief Purchasing Officer and the Director of Capital Projects Management in accordance with the bid documents and the Town's Purchasing Policy; and WHEREAS, the bids were also evaluated by Campbell and ParAs Engineers to ensure that the bids were in accordance with the FAA and DOAV requirements. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: Section I: additional funds from the FAA in the amount of $419,200 are hereby appropriated to the airport fund. Section II. the construction contract for the Runway 17-35 Rehabilitation and Miscellaneous Improvements Project is hereby awarded to Chemung Contracting Corporation, in the estimated amount of $3,004,720. Section III. the Town Manager is authorized to execute this contract in a form acceptable to the Town Attomey. PASSED this 9t__~h day of November 2004. Igriate. aa~.
