A RESOLUTION: AWARDING OF THE CONSTRUCTION CONTRACT FOR THE
ADVANCED TRANSPORTATION MANAGEMENT SYSTEM
PROJECT TO BROTHERS SIGNAL COMPANY FOR
$481,248.00 CONTINGENT UPON FULL EXECUTION OF THE
TOWN OF LEESBURG/VIRGINIA DEPARTMENT OF
TRANSPORTATION (VDOT) AGREEMENT
WHEREAS, the Advanced Transportation Management System Project is fully
funded with contributions from the Virginia Department of Transportation (VDOT) and
Town of Leesburg and will be administered by the town; and
WHEREAS, in response to a public solicitation for bids for this Advanced
Transportation Management System Project, the town only received one bid on January 9,
2004 which was from Brothers Signal Company in the amount of $481,248; and
WHEREAS, this is a "Lump Sum" contract; and
WHEREAS, the bid was evaluated by the Chief Purchasing Officer and the
Director of Capital Projects Management in accordance with the bid documents and the
Town's Purchasing Policy; and
WHEREAS, on November 9, 2004, the Town Council adopted a resolution
approving the Town/VDOT Agreement and authorizing the Town Manager to execute this
Agreement; and
WHEREAS, the total project cost including engineering, inspection, management
and construction is anticipated to not exceed the project budget of $601,560; and

TOWN OF LEESBURG/VIRGINIA DEPARTMENT OF
TRANSPORTATION AGREEMENT (VDOT)
WHEREAS, VDOT Surface Transportation Funds (STP) in the amount of
$140,000.00, Congestion Mitigation and Air Quality (CMAQ) funds in the amount of
$100,000.00, Loudoun County Gas Tax funds in the amount of $24,000, Town of Leesburg
General Funds in the amount of $20,000 were allocated for this project; and
WHEREAS, the Northern Virginia Transportation Authority (NVTA) andthe
VDOT District Administrator agreed to transfer VDOT Regional Surface Transportation
(RSTP) funding from the East Market Street Widening Project in the amount of $317,560;
and
WHEREAS, complete funding for this project in the amount of $601,560 is in place
from the above sources; and
WHEREAS, the East Market Street Widening Project is substantially complete and
came in under budget.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
Section I. VDOT funds in the amount of' $317,560 are hereby transferred from the
East Market Street Widening Project to the Advanced Traffic Management System Project.
Section II. The construction contract for the Advanced Transportation Management
Systems Project is hereby awarded to Brothers Signal Company, in the amount of
$481,248, contingent upon full execution of the Town/VDOT Agreement.

Section III. The Town Manager is authorized to execute this contract.
