A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA,
APPROVING A REORGANIZATION THAT WILL TRANSFER THE GROUNDS DIVISION IN THE
DEPARTMENT OF PUBLIC WORKS TO THE DEPARTMENT OF COMMUNITY
SERVICES/PARKS & RECREATION TO CREATE THE LANDSCAPE AND PARK MAINTENANCE
DIVISION
WHEREAS, the City of Carson City Charter was adopted on July 17, 2019; and
WHEREAS, pursuant to Article V - Officers and Employees, Section 500, B, Council Approval of
Organizational Structure, any change in the city’s organizational restructure recommended by the city
manager must be approved by ordinance or resolution of the city council; and
WHEREAS, the Public Works Department is comprised of Engineering, Landscape and Building
Maintenance, and Right-of-Way. Within the Landscape and Building Maintenance is the Grounds Division;
and
WHEREAS, this Division is responsible for maintaining the exterior areas of all the City’s parks and
the Civic Center; and
WHEREAS, the Department of Community Services/Parks & Recreation is comprised of
Administration, Community Services, and Recreation; and
WHEREAS, to improve, enhance, and strengthen communication and direction between the staff
that operates the parks, and the employees that maintain the exterior areas of all City parks and the Civic
Center, a transfer the Grounds Division from the Public Works Department to the Department of
Community Services/Parks & Recreation is desired; and
WHEREAS, this change will create the Landscape and Park Maintenance Division in the
Department of Community Services/Parks & Recreation; and
WHEREAS, the City Council wishes to authorize this reorganization effective July 6, 2023.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CARSON DOES HERBY RESOLVE, FIND,
DETERMINE, AND ORDER AS FOLLOWS:
Section 1. The City Council approves the transfer of the Grounds Division in the Public Works
Department to the Department of Community Services/Parks & Recreation effective July 6, 2023.
Section 2. This new Division within the Department of Community Services/Parks & Recreation
will be called Landscape and Park Maintenance.
