A RESOLUTION: 2004-200 PRESENTED: December 14, 2004 ADOPTED: December 14, 2004 AUTHORIZING AN AMENDMENT TO THE CH2M HILL ENGINEERING SERVICES CONTRACT #3130-FY03-01 (AMENDMENT NO. 4) FOR EXPANSION OF THE KENNETH B. ROLLINS WATER TREATMENT PLANT IN AN AMOUNT NOT TO EXCEED $1,712,900 WHEREAS, by Resolution No 2002-194 the Leesburg Town Council approved an engineering services contract with CH2M Hill engineers identifying fourteen tasks, incorporating preliminary design, final design, and construction services related to expansion of the Kenneth B. Rollins Water Treatment Plant, to approximately 13 million gallons per day capacity; and WHEREAS, CH2M Hill has completed the preliminary study and final design phases of the contract, Task Nos. 1-8 and is prepared to proceed with Task Nos. 9-14 of Phase III, bidding and construction services; and WHEREAS, this amendment is within the Utility Fund project budget and contract limit; and WHEREAS, the Director of Utilities recommends approval of this cost plus fixed fee contract amendment in an amount not to exceed $1,712,900. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: The Town Manager is hereby authorized to execute contract Amendment No. 4 to the December 10, 2002 CH2M Hill Engineering Services Contract #3130-FY03-01 in an amount not to exceed $1,712,900, in a form approved by the Town Attorney. U~'~st~tt~l,~ Town of Leesburg CONTRACT AMENDMENT NO. 4 CONTRACT NO. 3130-FY03-01 Design and Construction Engineering Services Kenneth B. Rollins Water Filtration Plant Upgrade and Expansion This CONTRACT AMENDMENT NO. 4 is made and entered into by and between the TOWN OF LEESBURG, VIRGINIA (the "Town") and CH2M HILL, INC. (the "Engineer") to amend CONTRACT NO. 3130-FY03-01 (the "Contract") between the Town and Engineer dated the 10~h day of December, 2002. The parties hereby amend the Contract as follows: Paragraph 1 - Provision of Services Amend Attachment A - Scope of Services, Phase III - Services During Bidding and Construction as follows: Task 11 - On-Site Engineering Services Delete the first paragraph and replace it with the following: "The Engineer will provide full-time staffing for a project field office for a period beginning with the notice to proceed with construction and ending after a duration of 19.5 months. The project field staff will consist of the following personnel: Resident Project Representative (RPR or Resident Engineer), Resident Inspector, and project clerk. The RPR and clerk will serve the Town's wastewater treatment plant project concurrent with this WFP project (half-time at each) and the Resident Inspector will be assigned full-time to this WFP project. Following the 19.5 month construction period, the RPR and clerk will provide half-time services for a period of 3 months to close out the project. The field staff will reside in field offices to be provided and set-up by the Contractor in accordance with the terms of the contract for construction. The Contractor will also bear all costs for the field office computers and communication systems." Task 12- Office Engineering Services In the last paragraph, Record Drawings, delete the second sentence, "in addition, show record information provided by the Town to show changes made under previous construction contracts." and replace it with the following: "in addition, show record information from the Security System Improvements Project (May 2002) and the Sludge Storage Tank Mixing Project (August 2002). Record information from other previously completed projects will not be shown. CH2M HILL will provide an additional 40 hours of drafting time to make other Owner requested additions to our drawings, based on Owner marks made to our drawings, or specific information and / or sketches furnished." Task 13 - Startup and O&M Services Subtask 13A, Prepare Process O&M Manual delete the first three sentences, "Provide a comprehensive operation and maintenance (O&M) manual for the upgraded and expanded WFP. The Town's existing WFP O&M manual will be used as a basis for the new manual with revisions and additions made to incorporate the upgrade project. Provide updates to the Town's Remote Sites O&M Manual to incorporate any revisions or additions made at the remote sites under the upgrade project." and replace them with the following: "The Town will provide the Engineer with an electronic copy of the current WFP operation and maintenance (O&M) manual (prepared previously by Black & Veatch). The Engineer will edit and add to the current manual to reflect the changes made to the Manual under this WFP upgrade and expansion project. The Engineer will make additional edits to the Manual based on mark-ups provided by the Town to the Engineer. The Engineer will also provide update page(s) to be inserted into the Town's Remote Sites O&M Manual to reflect the change from a leased line communication system to a radio communication system." Subtask 13B, Start-up Services, in the first sentence change 80 hours to 180 hours. Task 14 - Application Software and PLC Programming (previously amended under Contract Amendment No. 2) Delete the first paragraph and replace it with the following: "The Engineer will develop control system application software for the Project based upon the Contract Documents and the existing plant conditions. The control logic and system functions will be as show on the P&IDs and as further described in the Loop Descriptions provided in the final Contract Documents. The Town will provide the HMI hardware and system software. The construction Contractor will provide the field instruments, wiring, radio telemetry system, and PLC hardware and system software. A PLC development system with rack, power supply, software, etc., will also be provided by the construction Contractor for use by the Engineer. The following system software will be utilized for this project: Version 2.6 of Concept for Modicon PLCs. ObjectAutomation "OA Enterprise" software (current version) for HMI screen development. The Engineer will utilize and build upon the existing'applications software previously developed by others for the existing portions of the plant and for the remote SCADA sites. The Engineer will perform the following specific tasks:" Delete Subtasks 14.A through 14.E and replace with the following: "14.A Project Management: Provide project management, contractor coordination, and quality control review during application software development. A maximum of three software coordination meetings will be held with Town staff to ensure that the software developed functions as desired and meets expectations. Prepare software standards for PLC logic and HMI screen configuration. Software standards will generally conform to those previously developed by the ENGINEER for the Town's wastewater treatment facilities. 14.B Programmable Logic Controller (PLC) Programming: Provide programming for one new PLC located in the new Chemical and Maintenance Building, and one new Remote Input/Output unit located in the new Electrical Building. Also provide minor program modifications to four existing PLCs throughout the plant (total of 50 new points added to existing PLCs). Total new I/O points for this project will not exceed 400 points. A PLC development system will be provided by the Contractor for use by the Engineer in developing the required applications software. 14.C Human Machine Interface (HMI) Programming: Provide Human Machine Interface (HMI) programming for the new plant processes. The new screens will be similar in style and format to the existing screens developed by others on previous projects. A maximum of 20 new screens will be developed including process graphics and trends. The existing HMI computers will remain in service. 14.D Modifications to Existing PLC Programs: Since the existing PLC ladder logic programs throughout the plant and at remote facilities are not well documented, the Engineer will provide analysis and reprogramming to bring the existing SCADA system up to acceptable levels of documentation, standardization and reliability. 14.E Modifications to Existing HMI Screens: Provide HMI programming necessary to accommodate process changes and upgrades implemented by this WFP project. A maximum of 15 existing screens will be modified and linked to the new and modified PLC programs." Add the following subtasks: "14.G SCADA Radio System Interface and Programming: Provide interface coordination and programming for connection of the six existing remote PLCs to the plant PLCs over a new SCADA Radio System. Update and modify applications programs as required to maintain existing functionality with the new radio system. 14.H Testing and Documentation: Perform application software testing and provide final documentation. Electronic files will be turned over to the Town along with a single hard copy of all ladder logic and screen printouts at the end of the project with all changes incorporated. 14.I Startup and Training: Provide apphcation software startup and training. A maximum of 260 man-hours will be provided to load, debug, and startup the software. A maximum of 40 man-hours will be provided for training of the Town's operations staff. A maximum of 5 separate startup activities will be required to put all facilities into service. 14.J - SCADA System Improvements and Enhancements: The Engineer will work with Town staff to improve the existing SCADA system at the WFP and remote sites. This work is anticipated to include providing the following system improvements: Event logging for major equipment and processes including the following: - Startup of plant and time. - Shutdown of plant and time. - Change in raw water flow rate and time. - Changes in all chemical dosages (i.e. parts per million)) and time. (These pumps are anticipated to change because of the addition of the new Chemical and Maintenance Building and new chemicals and pumping systems): · Ferric pumps 1 & 2. · Caustic pumps 1 & 2. · Lime feeders 1 & 2 (on/off). · Carbon feeder (on/off). · Fluoride pump. · Hypochlorite pumps 1-6. - Filters 1, 2, 3, & 4 online (any or all) and time. - Filters 1, 2, 3, & 4 taken out of service (any or all) and time. - Filter(s) being backwashed and time. - Filter(s) in rewash and time. Update the existing SCADA System O&M Manual including inserting new Software Standards. The Town will provide the Engineer an electronic copy of the current O&M Manual to edit and update. Develop and provide an operator comment screen. Design UPS units for all PLCs which do not have UPS power sources. This will include remote station PLCs. · Convert all existing PLC programs to Concept Version 2.6. · Develop a warm backup OA server system for the plant. · Correct OPC errors in existing system. · Design and implement hard drive redundancy for OA server. · Update SCADA system to latest version of OA software. This may involve close coordination and assistance of Town IT staff and OA representatives to implement new operating systems on HMI computers. · Update all PLC wiring diagrams and provide as-built documentation. · Recommend and implement a reporting software package that is easily used and modified. · Assist Town in updating existing security camera software for remote police monitoring of the WFP. · Assist Town with the purchase and installation of a new HMI computer and OA operating license for the Control Building Lobby." The Town and Engineer agree that this CONTRACT AMENDMENT NO. 4 is made part of the CONTRACT between the Town and Engineer as wholly and completely as if same were part of the original CONTRACT. AUTHORIZED WSIGNATURE TN?j Paragraph 4 - Contract Amount The Engineer will perform the services for Task 9 - Contractor Pre-Qualification, Task 10 - Bid Phase Services, Task 11 -On-Site Engineering Services, Task 12 -Office Engineering Services, Task 13 - Startup and O&M Services, and Task 14 - Application Software and PLC Programming (excluding Subtasks 14.F Control System Support Services and 14.J SCADA System Improvements and Enhancements) on a Cost plus Fixed Fee basis. Costs are defined in the CONTRACT. The Engineer will perform the services for Subtasks 14F Control System Support Services and 14.J SCADA System Improvements and Enhancements on a cost reimbursable/multiplier basis (i.e. time and expense) in accordance with Contract Amendment No. 2. The Cost Budget for Tasks 9, 10, 11, 12, 13 and 14 (excluding Subtasks 14Fand 14.]) services represented by the sum of Direct Charges, Overhead, and Direct Expense Costs, shall not exceed one million four hundred fifty five thousand five hundred forty five dollars ($1,455,545.00) including taxes, without a formal Amendment to the Contract. A change of work scope is not a pre-requisite for said Amendment. The Fixed Fee for Tasks 9, 10, 11, 12, 13 and 14 (excluding Subtasks 14.F and 14.J)is one hundred fifty three thousand three hundred fifty five dollars ($153,355.00). The Fixed Fee may not be increased, except in the case of an Amendment to the CONTRACT that recognizes an increase in the scope of work, cost budget, and related fixed fee. The Total Cost Budget (time and expense) for Subtask 14.F shall not exceed sixty thousand dollars ($60,000), $30,000 previously approved in Amendment no. 2, and the Cost Budget for Subtask 14.J shall not exceed seventy-four thousand dollars ($74,000), including taxes, without a formal Amendment to the Contract. A change of work scope is not a pre-requisite for said Amendment.
