HomeMy Public PortalAbout2004_12_14_r206The Town o/ Leesburg, Virginia RESOLUTION NO.2006- 206 A RESOLUTION: PRESENTED: December 14, 2004 ADOPTED: December 14, 2004 AUTHORIZING THE INSTALLATION OF A RAISED CROSSWALK "CUSHION" ON MARSHALL DRIVE, N.E. AT AUTUMN WILLOW WAY, N.E. ; and WHEREAS, the SRTC also recommends that this location would be appropriate for a longer term solution involving installation of a raised crosswalk "cushion" which is used with great success by Arlington County to slow vehicular traffic within residential neighborhoods; and WHEREAS, a petition was presented at the November 9, 2004 Town Council meeting by residents of the Exeter Hills Subdivision requesting the installation of a three-way stop at the intersection of Marshall Drive and Autumn Willow Way; and WHEREAS, the Department of Engineering and Public Works prepared an engineering evaluation of Marshall Drive and Autumn Willow Way for all-way stop conditions which concluded an all-way stop at this location is not warranted and does not comply with the requirements of the Leesburg Residential Traffic Management Plan; and WHEREAS, this request was forwarded to the Standing Residential Traffic Committee (SRTC) for review and a recommendation to the Town Council; and WHEREAS, the SRTC reviewed the all-way stop request at their meeting on December 6, 2004 and recommend the following measures be immediately undertaken: 1. Mark parking lanes on both sides of Marshall Drive from Plaza Street to Catoctin Circle and install a center line along the same stretch of road to constrain traffic within narrowed passageways; 2. Implement a 15 mph school zone with appropriate flashing signals and warning signs, in the expected event that the Loudoun County Public Schools confirms that no crossing guard will be posted at this location. A RESOLUTION: -2- AUTHORIZING THE INSTALLATION OF A RAISED CROSSWALK "CUSHION" ON MARSHALL DRIVE, N.E. AT AUTUMN WILLOW WAY, N.E. WHEREAS, a raised crosswalk "cushion" will cost approximately $5,000.00. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: SECTION I. The Town Manager is directed to have the parking lanes marked on both sides of Marshall Drive and a centerline marked between Plaza Street and Catoctin Circle. SECTION II. Loudoun County Schools is requested to assign a crossing guard at the crosswalk on Marshall Drive at Autumn Willow Way. SECTION III. Loudoun County Public Schools is requested to implement a 15 mph school zone and install flashing school zone signs with a speed limit of 15 mph on Marshall Drive adjacent to the crosswalk at Autumn Willow Way. SECTION IV. The Town Manager is directed to have installed a raised crosswalk "cushion" at the intersection of Marshall Drive and Autumn Willow Way. SECTION V. An appropriation of $5,000.00 is hereby authorized from the un- appropriated General Fund balance to the Department of Engineering and Public Works, Street Division contractual services account for the installation of the raised crosswalk identified in Section IV above.
