Agenda for the November 1, 1984 meeting of the Planning Board at 7:30 P.M, at the
Town Hall:
Item 1- Recommendations to the Town Board on the Rezoning Requests:
a- Request from A -R to R-10 for 22.56 acres in the northeast quadrant of thein-
tersection of I-85 and Orange Grove Road, Tax Map Reference 38, Block E, Lot 5.
b- Request from Institutional to R-10 for 4.69 acres located north of the
vacated Cedar Grove Road and west of the Landfill. The Property is divided by
Harper Street and is just south of Highland Woods Subdivision and north of Norther
Fairview.
c- Request from R-20 to Mobile Home Park for property on the north side of
Oakdale Drive, near Orange Grove Rd., Tax Map 43, Block A, Lots 15 and 16.
The property is west of and adjacent to the. Mobile Home Park on Oakdale owned
by Roger Dale Stephens.
Item 2- Subdivision Courtesy Review (if the Board wants to review this): Scholars'
subdivision of the area requested for zoning change.
Item 3- Mobile Home Park Addition (if the Boards wants to review): Stephens
Mobile Home Park on Oakdale Comments.

PLANNING BOARD
Minutes of November 11, 1984 Meeting
Members present: Myron Martin -Chairman, Bob Rose Evelyn Poole -Kober, Barbara
Page, Hilda Brody, Tarleton Davis, John Dorward, Nancy Goodwin, Calvin Ashley,
and Dr. Murphy.
Others: Lonnie Coleman, Ken Collins, Mac Little, Robert Scholar, Roger Dale
Stephens, Janey Morris.
Item 1 was considered. la was the request from A -R. to R-10 for 22.56 acres in the
northeast quadrant of the intersection of I-85 and Orange Grove Road, TAx Map Reference
38, Block E, Lot 5.
Coleman said that the project will have a value of $7 to 8 million dollars. Little
said that DOT stated that there were about 1500 trips per day on Orange Grove Road
and 1400 trips a day on Mayo. He projected that the proposed project would add about
100 to 150 trips per day over a four year period.
Dorward made a motion to recommend to the Town Board that the property be rezoned
as requested. Page seconded the motion which passed unanimously.
Poole -Kober said that improving Mayo Road should be considered during the Conditional
Use deliberations.
lb was a request from Institutional to R-10 for 4.69 acres located north of the
vacated Cedar Grove Road and west of the landfill. The property is just south of
Highland Woods. Goodwin expressed concern about the entire area and the projected
developments. This could be the first step in a very large area of high intensity
housing.
Brody said that the R-10 compacts the housing into high density areas. R-15 would
be better. Poole -Kober said that she was concerned about the trash out there and
the unpaved road which would cause dust for the housing occupants. Water -sewer
accessibility was also a concern.
Scholar said that arrangements have been made to pave the road. There will be
no trash there when it is developed. It was not a landfill area. Harper St.
will have sahred costs with DOT. He said that his water and sewer plans are
not contingent on Kennedy or Pearson.
Dorward made a motion to recommend to the Town Board that this rezoning request
made by Scholar be approved. Davis seconded the motion which passed with Poole -
Kober and Page opposed.
lc was reviewed. This was a request from R-20 to Mobile Home Park for property on the
north side of Oakdale Drive, near Orange Grove Rd., Tax Map 43, Block A, Lots 15 and
16. The property is west of and adjacent to the Mobile Home Park on Oakdale
owned by Roger Dale Stephens. Janey Morris said that she was concerned that her
neighborhood has had to contend with the Stephens mobile home park, Cates Farm,
Timbers and 1-40. She was concerned about the devaluation of her property and
the neighborhood property, traffic on Oakdale, school enrollment and overall
neighborhood impact.
Davis said that he had spent a great deal of time over there the other day. He
had asked about the beffer between the park and other areas. He believed that it
looked very good.
Calvin Ashley said Stephens had invited him out to see the area. The rear of
Morris' property would be 200 feet from the MHP and would be buffered from it.
Ashley said that the added land to the park would be attractive and provide
low cost housing for people.
Brody said that it would seem to be a logical request. She sympathized with
Morris and suggested that esthetically it would be nicer with fewer than nine
mobile homes. She felt neighbors should be given consideration and should be heard.
Poole -Kober expressed a concern that there was only one road coming in and out
for the existing and proposed addition to the park.
Dorward said the park was one of the nicest in Town and he did not think that
the nine mobile homes would greatly increase traffic or school enrollment.
Davis made a motion to recommend to the Town Board that this request by Stephens
be approved. Ashley seconded the motion which passed unanimously.
Item 2 Subdivision by Scholar. Martin read the Scholar narrative for the
subdivision request to Orange County. Comments were that subdivision to
10,000 square feet should only be approved if water and sewer were guaranteed,
water and sewer easements and drainage easements should be designated, lots
should have a minimum frontage of 30 feet, the last paragraph of.the narrative
was questioned as to accuracy, since it was felt that -it was not a target area
of the Community Development Agency and it was not to be considered in the
annexation study, and the roads were to be paved to state standards.
In order to plan for the area, all of the development plans were needed.
Consensus of the Board was that the County would be requested to send information
on any requests which would use water and sewer. An update should be made after
each approval for water and sewer usage. Page asked that the County postpone
the Pearson request until the Planning Board could be provided with sufficient informa-
tion to make comments. Brody seconded the motion which passed unanimously.
Rose said that he would be having an Appearance Committee meeting soon.
Dorward said that the Revisions Committee would be meeting to on the next
Wednesday to work on the ordinance.
