APPROPRIATING SUPPLEMENTAL FUNDING AND AWARDING A
CONSTRUCTION CONTRACT FOR THE WOODLEA MANOR
BOOSTER PUMPING STATION CONSTRUCTION
WHEREAS, in response to a public solicitation for bids for the construction of Woodlea
Manor Booster Pumping Station, the town received bids on December 17, 2004, from the
following firms:
· American Contracting and Environmental Services, Inc. $574,999
· Ulliman Schutte Construction $641,000
· Norair Engineering Corp. $679,000; and
WHEREAS, the bids were evaluated by the Director of the Office of Capital Projects
Management and the Chief Purchasing Officer in accordance with the bid documents and the
town's purchasing policy; and
WHEREAS, American Contracting and Environmental Services, Inc. was determined to be
the lowest responsive and responsible bidder; and
WHEREAS, a supplemental appropriation of $240,000.00 is required, fi'om the
unappropriated Utilities Fund balance to complete funding of this construction contract;
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. The Leesburg Town Council hereby appropriates the supplemental amount of
$240,000 from the unappropriated Utilities Fund balance, for the construction of Woodlea Manor
Booster Pumping Station.

SECTION II. The Town Manager is authorized to execute a contract, in a form approved
by the Town Attorney, with American Contracting & Environmental Services, Inc., in the mount
of $574,999.00 for the construction of this project.
