A RESOLUTION OF THE CITY OF CARSON CITY COUNCIL AMENDING THE FISCAL YEAR 2023-24
BUDGET TO ALLOCATE PERMANENT LOCAL HOUSING ALLOCATION FUND REVENUE
WHEREAS, the City Council adopted the City’s Fiscal Year (FY) 2023-24 budget on June 20, 2023
via Resolution No. 23-05; and
WHEREAS, the City Council adopted Resolution No. 21-153 for the application of the Permanent Local
Housing Allocation (PLHA) grant funding from the State of California, Department of Housing and Community
Development (HCD) on December 7, 2021. On April 21, 2022, the City received notification of the PLHA
award from HCD in the amount of $1,059,349 over a two-year period from funding years 2019-2020. The
Standard Agreement with HCD was executed on September 27, 2022. The City is currently requesting
disbursement of PLHA funds from HCD for funding year 2019 in the amount of $276,486.67 for the purpose
of homeless prevention rental assistance (grant activity no. 6). Said request represents two-thirds of the
total awarded PLHA funds for the 2019 funding year. The other one-third has been allocated to the
“rehabilitation and preservation of affordable ownership housing” grant activity, and the City is not
requesting funds for the “first-time home buyer program” grant activity for the 2019 funding year. The
City expects to receive the disbursement pursuant to its request for homeless prevention rental assistance
funds within 45 days; and
WHEREAS, the City Council now desires and intends to accept, allocate and add the
requested/anticipated disbursement of homeless prevention rental assistance funds into the FY2023-24
budget.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CARSON DOES HEREBY RESOLVE, FIND,
DETERMINE, AND ORDER AS FOLLOWS:
Section 1. The foregoing recitals are true and correct, and are incorporated herein by reference.
Section 2. The following budget amendment will be made to the City’s FY 2023-24 budget to
accept, allocate and add the PLHA homeless prevention rental assistance grant funds for the 2019 funding
year into the City’s FY 2023-24 budget:

Section 3. The City Clerk shall certify to the adoption of this resolution and shall keep a copy of this
resolution attached to the FY2023-24 budget on file, and effective as of November 7", 2023 the same shall
be in force and effect.
