HomeMy Public PortalAboutCable Television Advisory -- 2008-11-12 MinutesMinutes of the meeting of the Brewster Cable TV Advisory Committee scheduled for 7:00 pm on Wednesday 12 November 2008. At 6:30 pm on Wednesday 12 November 2008, by courtesy of Sarah Freeman, Media Program Coordinator, Town of Orleans, the members of the committee gather in the control room of the Orleans government channel, which is located in the new Orleans Town Hall next to the meeting room in which the Orleans Board of Selectmen usually meets. Chazles Sumner, Brewster Town Administrator, is also present. There aze several small and relatively inconspicuous cameras in the meeting room. These cameras are remotely controlled from the control room, to which they transmit video. There is a microphone located next to each member of the Boazd of Selectmen as well as a microphone placed at a podium where other persons may speak as directed by the Board of Selectmen. These microphones transmit audio to the control room. The control room is separated by a wall from this particular meeting room. There is no window in the separating wall. The operator (Sarah Freeman) observes the meeting room only via the TV images displayed on monitors in the control room and by the audio which is available for monitoring. Hence the control room does not have to be physically close to the meeting room. There is a meeting of the Orleans Board of Selectmen in progress at this time. It is instructive to see the equipment used, how the equipment is used, and the actual activity by the operator to capture the meeting - running the cameras, adjusting the audio, etc. While the operator has to pay continuous attention to the meeting to make sure that the person speaking at any moment is properly recorded, the actual changes in orientation and focus of the various cameras (which aze remotely controlled from the control room) aze infrequent, as are required adjustments of sound levels and the like, which aze accomplished by controls in the control room. Sarah Freeman, being experienced and familiar with this control room, is able to comment on the operations and to answer questions while observing the meeting and doing the appropriate actions as needed. Shortly before 7 pm the members move to the Workers Break Room in the the lower level of the Orleans Town Hall. This room is free for the moment. The meeting is called to order at 7:00 pm on Wednesday 12 November 2008 by Larry Greeley Members present at this time are: Larry Greeley Norman Adams Larry Bugden Janet Husband Walter Powers There is no person in the audience area. At 7:03 pm Chazles Sumner arrives in this room and is welcomed to the meeting by Larry Greeley. Norman Adams distributes the draft minutes of the meeting of Tuesday 7 October 2008, as well as copies of the approved and subsequently filed minutes of the meeting of Tuesday 5 August 2008. A motion is made by Janet Husband and seconded by Larry Bugden to accept the minutes of the meeting of Tuesday 7 October 2008 as presented. The vote to accept is unanimous. Larry Greeley reports on the development of the warrant article relating to the use of the accumulated funds for presentation to the upcoming town meeting. The article specifies the amount of $40,000 which leaves approximately $5000 uncommitted in the account. The article was recently discussed and accepted by the Brewster Finance Committee. Larry Greeley discusses the development of the control room facility which is expected to be constructed in the lower level of the Brewster Town Offices Building. He has explored all the aspects of the construction except for the HVAC aspects. He has obtained informal commitments by several people in the various trades associated with construction of such a facility for contribution of their time as needed for this project. At 7:37 pm Janet Husband leaves for a personal commitment elsewhere. There is no explicit discussion of the time, date, and place of the next meeting, which therefore will be at the usual time, date, and place, to wit, at 7:00 pm on the first Tuesday of next month in the Brewster Town Offices Building. The meeting seems to be out of other business to be taken up tonight. A motion to adjourn is made by Lary Greeley and seconded by Walter Powers. The motion is passed unanimously.
