HomeMy Public PortalAbout2005_02_08_r028The Town of Leesburg, Virginia RESOLUTION NO. 2 0 0 5 - 2 8 PRESENTED: February 8, 2005 ADOPTED: February 8, 2005 A RESOLUTION: APPROPRIATING SUPPLEMENTAL FUNDING AND AWARDING THE CONSTRUCTION CONTRACT FOR PERSHING AND WILSON AVENUES WHEREAS, in response to a public solicitation for bids to construct Pershing and Wilson Avenue Capital Project, the town received bids on January 25, 2005 from the following firms: · Tessa Construction & Tech Company, LLC · Omni Excavators, Inc. · Fort Myers Construction Corporation $1,384,869.00 $1,415,357.59 $2,303,978.80; and WHEREAS, the bids were evaluated by the Capital Projects Director and Chief Purchasing Officer in accordance with the Town of Leesburg Purchasing Policy; and WHEREAS, Tessa Construction & Tech Company, LLC was determined to be the lowest responsive and responsible bidder: and WHEREAS, funding from the General Fund in the amount of $1,000,000 and the Utilities Fund in the amount of $600,000 was previously appropriated for this project; and WHEREAS, the total funding needed for engineering, construction, inspection and contingency is estimated at $1,900,000. WHEREAS, supplemental funding in the amount of $700,000 is included in the FY05 bond sale; and WHEREAS, due to the competitive nature of the bids received, the supplemental funding from the FY 05 Bond Sale amount can be reduced to $300,000; and A RESOLUTION: -2- APPROPRIATING SUPPLEMENTAL FUNDING AND AWARDING THE CONSTRUCTION CONTACT FOR PERSHING AND WILSON AVENUES WHEREAS, due to the timing of the bond sale and the necessity to move this project forward, the supplemental appropriation of $300,000 may be provide by the General Fund Undesignated Fund Balance; and WHEREAS, the General Fund Undesignated Fund Balance can be reimbursed after the FY05 bond sale is complete; and WHEREAS, this is a unit-price contract and the final contract amount will be arrived at by multiplying the bid unit prices by the actual approved quantities in place; and WHEREAS, the Capital Projects Director recommends awarding the construction contract to Tessa Construction & Tech Company, LLC, in the initial amount of $1,384,869 for this project. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: SECTION I. Funding in the amount of $300,000 from the General Fund Undesignated Fund Balance is hereby appropriated for this project and shall remain in effect until such project has been completed. SECTION II. The General Fund Undesignated Fund Balance will be reimbursed the $300,000 once the FY05 bond sale has been completed. SECTION III. The Town Manager is hereby authorized to award, on behalf of the town, a unit-price contract to Tessa Construction & Tech Company, LLC, in an estimated amount of $1,384,869 for construction of the Pershing Avenue and Wilson Avenue Improvements Project.
