A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON,
CALIFORNIA, AMENDING THE FIVE-YEAR PLAN FOR THE PERMANENT
LOCAL HOUSING ALLOCATION GRANT
WHEREAS, on December 7, 2021, City Council adopted Resolution No. 21-153, authorizing the
submission of an application to the California Department of Housing and Community Development (HCD)
for Permanent Local Housing Allocation (PLHA) funding and adopting a Five-Year Plan for the funding; and
WHEREAS, pursuant to said application, the City was awarded $1,059,349.00 and executed a
Standard Agreement with HCD; and
WHEREAS, under the terms of the original Five-Year Plan, funds are to be allocated in equal
proportions between the activities of first-time home buyer program 33.33%, rehabilitation and
preservation of affordable ownership housing 33.33%, and assisting persons who are experiencing or at
risk of homelessness 33.33%; and
WHEREAS, on February 7, 2023, City Council adopted program guidelines and approved a
standard template loan acceptance and contractor agreement for the PLHA-funded Single-Family Housing
Rehabilitation Program to allocated up to $50,000 deferred loan; and
WHEREAS, on October 3, 2023, City Council adopted Resolution No. 23-163 allocating the revenue
funds received as the first tranche of PLHA funding in the amount of $353,116, to be allocated to
Rehabilitation and preservation of affordable ownership housing; and
WHEREAS, on November 7, 2023, City Council adopted Resolution No. 23-178, allocating PLHA
funds in the amount of $276,486.67 for Rental Assistance Program for Homelessness Prevention and to
be allocated to assist with the relocation of mobile home park owners in need of interim housing due to
the closure of the mobile home park located in the city of Carson; and
WHEREAS, the City desires to amend the Standard Agreement and the Five-Year Plan to cancel
the First-Time Home Buyer Program for allocations 2019 and 2020 and allocate the remaining PLHA funds
in the amount of $429,746.33 to the Rental Assistance Program for Homelessness Prevention and
Rehabilitation and preservation of affordable ownership housing; and
WHEREAS, the City would like to re-allocated the remaining funds in the amount of $1,429,030
100% to be allocated to the First Time Homebuyer Program to provide down payment assistance; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA DOES HEREBY
RESOLVE, FIND, DETERMINE, AND ORDER AS FOLLOWS:

Section 1. Standard Agreement 21-PLHA-17197 between the California Department of Housing
and Community Development and the City of Carson is hereby amended as follows:

Section 2. The City Clerk shall certify to the adoption of this resolution and shall keep a copy of
this resolution on file, and effective as of January 9" 2024 the same shall be in force and effect.
