HomeMy Public PortalAbout2005_02_23_r039The Town of Leesburg, Virginia RESOLUTION NO. 2005-39 A RESOLUTION: PRESENTED: February_ 23, 2005 ADOPTED: February_ 23, 2005 PURSUING A GROUND LEASE OR PUBLIC PRIVATE PARTNERSHIP THAT WOULD ALLOW FOR PRIVATE OFFICE/RETAIL DEVELOPMENT ON LOUDOUN STREET WHEREAS, the Town Council has recognized the need to provide adequate space for public business and staff at Town Hall; and WHEREAS, the importance of appropriate land use in the downtown has a significant impact on the downtown economy; and WHEREAS, alternative designs can be identified that can result in significant cost savings as compared to the previously approved project; and WHEREAS, a fiscal review has demonstrated that the use of a utility fund loan would not be the most economically advantageous funding plan for a Town Hall expansion; and WHEREAS, the town needs to look at creative financing ideas such as ground leases, or a public/private partnership to fund this project in whole or in part to minimize the impact on the Town's long term debt. THEREFORE RESOLVED, that the Council of the Town of Leesburg in Virginia here directs staff as follows: SECTION I. To suspend further work on the design of the Loudoun Street Addition as previously directed. SECTION II. To actively pursue a ground lease or a public private parmership that would allow for private office/retail development on Loudoun Street. RESOLUTION: -2- PURSUING A GROUND LEASE OR PUBLIC PRIVATE PARTNERSHIP THAT WOULD ALLOW FOR PRWATE OFFICE/RETAIL DEVELOPMENT ON LOUDOUN STREET SECTION III. To explore options to expand the existing Town Hall on Wirt Street based on a re-evaluation by the Town Manager that projects long term space needs of the operations at Town Hall. SECTION IV. That, as an interim step, staffbe directed to develop options for the short term lease of space or "lease to own" space within .walking distance of Town Hall to alleviate existing crowding conditions.
