AWARDING AN ANNUAL CONTRACT FOR THE
CONSTRUCTION OF IMPROVEMENTS TO THE WATER
DISTRIBUTION SYSTEM
WHEREAS, this is a unit price contract and the quantities used for bid comparison are
estimates; and
WHEREAS, the contract will be awarded in an amount not to exceed the budget of $396,000;
and

WHEREAS, the FY 2005 Utility Lines Contractual Services account has a remaining balance
of approximately $996,000; and
WHEREAS, $600,000 of that balance is currently budgeted for the Pershing Avenue and
Wilson Avenue Improvements Project; and
WHEREAS, the $396,000, will be utilized to fund the award of the Water Distribution
System Improvements Project; and
WHEREAS, in response to a public solicitation for bids for the construction of Improvements
to the Water Distribution System, the town received bids on February 4, 2005, from the following

WHEREAS, the bids were evaluated by the Director of the Office of Capital Projects
Management and the Chief Purchasing Officer in accordance with the bid documents and
the town's purchasing policy; and
WHEREAS, Tessa Construction & Tech Company, LLC, was determined to be the lowest
responsive and responsible bidder; and
WHEREAS, this contract will be for an initial period of one (1) year and renewable at
the town's option for up to four (4) additional consecutive one (1) year periods; and
WHEREAS, the total amount spent on this contract in any one fiscal year will be
based on the budgeted amount for that fiscal year.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to execute a unit-price contract, in a form approved by the Town
Attorney, with Tessa Construction & Tech Company, LLC, in an amount not to exceed $396,000
for this project.
