HomeMy Public PortalAbout2005_03_08_r044The Town of Leesburg, Virginia PRESENTED: March 8, 2005 RESOLUTION NO. 2005-/44 ADOPTED: March 8, 2005 A RESOLUTION: APPROVING THE TOWN/OAKLAWN AGREEMENT AND AUTHORIZING THE TOWN MANAGER TO EXECUTE THIS AGREEMENT WHEREAS, the Sycolin Road Widening is a Capital Improvement Project that will widen Sycolin Road from two-lane undivided to a four-lane divided roadway from Hope Parkway to the southern corporate limits; and WHEREAS, funds from various funding sources in the amount of $6,206,744 were allocated to design and construct the Sycolin Road Widening Project; and WHEREAS, funds in the amount of $965,450 have been obligated to design the Sycolin Road Widening Project and to construct the temporary turn lanes at the intersection of Sycolin Road at Lawson Road and Sycolin Road at Tolbert Lane; and WHEREAS, the estimated additional funding in the amount of $6,293,256 is needed to fully fund the Sycolin Road Widening Project and is being accumulated at a rate of approximately $1,000,000 per year from the town's share of the Loudoun County Gasoline Tax; and WHEREAS, construction of the Sycolin Road Widening Project is expected to start by FY 2011 when all the funds are in place; and WHEREAS, Oaklawn is proffered to build a right mm lane and other necessary connections to the proposed Battlefield Parkway on the west side of Sycolin Road; and A RESOLUTION: -2- APPROVING THE TOWN/OAKLAWN AGREEMENT AND AUTHORIZING THE TOWN MANAGER TO EXCUTE THIS AGREEMENT WHEREAS, both the tom Sycolin Road Widening and the Oaklawn's proffered improvements, contemplate improvements to the intersection of Sycolin Road and Battlefield Parkway, however, timing would create duplicative construction processes, avoidable financial impacts and public inconvenience; and WHEREAS, to take advantage of the efficiencies associated with constructing the Oaklawn proffered improvement and the town Sycolin Road Widening as a single project at the intersection of Sycolin Road and Battlefield Parkway, and to avoid the unnecessary expense of demolition Oaklawn's improvements at this intersection if both projects were undertaken separately; and WHEREAS, it is the intent of the town and Oaklawn to enter into the attached Road Construction Agreement to provide the coordinated construction of the intersection as a single project; THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: SECTION I. The attached Road Construction Agreement is hereby approved. SECTION II. The Town Manager is authorized to execute this Road Construction Agreement. PASSED this 8th day of March 2005.
