HomeMy Public PortalAbout2005_03_08_r046The Town of Leesburg, Virginia RESOLUTION NO. 2005-Z+6 A RESOLUTION: PRESENTED: March 8, 2005 ADOPTED: March 8, 2005 APPROVING SPECIAL EXCEPTION TLSE-2004-0029 LOUDOUN COUNTY HIGH SCHOOL EXPANSION TO PERMIT A BUILDING ADDITION AND RECONFIGURATION OF THE BUS LOOP WHEREAS, Loudoun County Public Schools has requested special exception approval to permit expansion of the Loudoun County High School main building and reconfiguration of the bus loop at 415 Dry Mill Road, SW; and WHEREAS, it is the intent and desire of Council to provide enhanced educational opportunities for local students through the improvement of public school facilities; and WHEREAS, on March 8, 2005 the Town Council held a joint public hearing with the Planning Commission to consider this request; and WHEREAS, on March 8, 2005, the Planning Commission recommended conditional approval of this application; and WHEREAS, the proposed expansion of the existing Loudoun County High School building and reconfiguration of the bus loop will benefit the public through the provision of improved leaming and environmental conditions for local students; and WHEREAS, staff recommends approval with the conditions set forth below. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: Special Exception application TLSE-2004-0029, Loudoun County High School Expansion, 415 Dry Mill Road SW, identified in the Loudoun County Land Records as Parcel Identification Number 271-29-7014, is hereby approved subject to the following conditions: -2- A RESOLUTION: APPROVING SPECIAL EXCEPTION TLSE-2004-0029 LOUDOUN COUNTY HIGH SCHOOL EXPANSION TO PERMIT BUILDING EXPANSION AND RECONFIGURATION OF THE BUS LOOP Substantial Conformance. Development of this special exception use shall be in substantial conformance with the special exception plat entitled "Loudoun County High School Bus Loop and Building Renovation" prepared by Bowers and Associates, Ltd. and engineer's seal dated February 14, 2005. No Modifications Granted or Implied. Special exception approval does not express or imply any waiver or modification of the requirements set forth in the Subdivision and Land Development Regulations, the Zoning Ordinance, or the Design and Construction Standards Manual. Final plats, development plans, and construction drawings are subject to the applicable town regulations. BMP Conformance. Storm water management and best management practices for storm water quality must be in accordance with Loudoun County and Town of Leesburg criteria and in effect at the time of development plan approval. Site Circulation. The circulation pattem of the bus loop parking lot shall remain one- way, counter-clockwise to eliminate potential conflict points with other vehicles and buses. The bus loop itself shall consist of two one way lanes of traffic around the loop for additional bus stacking. Lighting. Poles located at the temporary classroom buildings with lights attached shall be removed, including the lights themselves. A note shall be added to the special exception plat. 6. Work Hours. Exterior work on the site shall not begin prior to 7 A.M. or continue past 9 P.M. Dry Mill Road Frontage Improvements. The applicant shall install curb and gutter and/or landscaping to correct the existing adverse conditions along the frontage of Dry Mill Road, SW, which is located at the front entrance to the school, corrections to be reviewed and approved at the time of final development plan approval.
