HomeMy Public PortalAbout1956-04-16 MeetingThe Council of Bal Barbour Village'met at the Village Ball onday, April 16, 1956.at 5:00 o'clock P. M. . 'there were present: Messrs. Beatty, Broeman, Collins and Landis .- Absent: Mr. Brown Also present were W. H. Webb, Village.,Menager; Mary.Wetterer, Village Clerk; and Thomas Anderson, Village'Attorney. On motion of Mr; Collins, seconded by Mr. Landis; the minutes of the previous, meeting of February 20, 1956 were approved as submitted. 'Mr.Webb explained to the council that he and Mr. Beatty and Mr. Broeman, as a Committee,' had been meeting with the Misters Robert and Zba Graham and N1r. Stanley'Whitman in an effort to obtain land for:the construction of.* 900,000 gallon water storage tank. Be said they had discussed various ppseibilities, but ` that Barbour Square was unable to make any commitments before the middle of this week,It'was the councills 'opinion that -they would need twO,100 filet lots on the bayfront for village purposes and failing that:would have to contruat the storage tank on the land just north of the Community National Bank. :Mr. Beatty , reminded the council that tulle vas of the essence due to the fact-there,is a six months delay on eteel delivery: After further considerationit was moved by Mr Cgll-ins, seconded by Mr. Landis and unanimously voted that*. Anderson draw a Resolution authorizing the Village to•start'condemnation proceedings of the reversionary rights on that land dedicated to the perpetual use of the public for proper purposes,.north of Tract "B^ of the Ocean Front.Section of Bay Harbor, Plat Boirk 44 Page--27. It was moved by Mr. Broeman, seconded by Mr. Collins, that -Mr, Webb prepare a letter for the council to Mr. Robert Graham as Pkesident of Harbour Square with a summarization of negotiations and putline the critical water situation to date and explain that the council would have to have°* definite answer within fourteen days. Mr. Beatty said that he was thi.nking,of writinc a personal; letter to all residents giving them the facts of the situation and allowing them to express their opinion -on the leeation'of the tank. Mr. Webb said he had placed $1500000.00 of the Bond Issue money in the Community National Bank as a Time Deposit and had a Certificate of Deposit for pur files. Mr. Webb said he had a letter from Mr. Robert Graham in which his company objected to the couneills stipulation that the old village hall ,would have to be removed within six months after it was vacated by the village. After diseussion' it was agreed to extend the time to one year. ` The Village Manager told the council that the Village Ball plans were now But for bids and would be due on May 15th. ' Mr. Webb said Mr.,:Schoeppl:had asked for an'additional payment on the fee due for the village hall plans and it was agreed by the council to send 'a payment d t,$11.000.00 The Village Manager said he would like the council to set up three weeks paid vacation time to all employees completing ten years of service, which this year waeld include four employees. After discussion on motion of Mr. Broeman, seconded by Mr. Collins; the policy was established. Consideration was given to the appointment of an Associate Judgeto facilitate the handling of minor Court -cases -in the village. After discussion it was moved by Mr. Collins, seconded by Mr. Landis, that the Mayor.and Assistant.Mayor be appointed Associate Tudges. Mr. Webb explained that Chief Parkes had asked that he be permitted to file an application for the training course at the F.B.I. Academy in Washington and needed approval from the village officials. After consider- ation on motion of Mr. Landis, seconded by Mr. Collins, the application was approved for processing. Mr; Webb said there were t tee 1955 Personal Property Tax Bills, which could not be collected due to the fact that the Merchants chargeable for mer- chandise were not in business in Bal Harbour this year. .()n motion of Mr, Landis, seconded by Mr. Collins, bills, for the. Sea Viet Drug Store; Sea View Cigar Stand and Bea* Arts Linens Were charged off to. Tax Discounts and Abatements. A petition regarding Daylight Saving Time was submitted and the council agreed, to table this. V A letter from Dade County Forest No. 111 was read asking Bel Harbour to enter a float in a parade for Muscular, Dystrophy. 'The council askedt.Mr. Webb to contact them and explain that Bal Harbour did not have any budgeted.item to cover this. The council decided to hold the six months audit until next month to give them an opportunity to study it. Mr. Webb said he would like the council to consider amending the sign ordinance to permit some type of uniform signs in .gent of'the hotels on 'the ground level. It was agreed to table this matter until some future time. The Village Manager said be would like to call the councils attention totothe fact that there is an erosion problem on the oceanfront that gets progressively worse each year and described what actio} had taken place in presenting the problem before the County Commission. He outlined a recent meeting of several of the oceanpant property owners with the County Commission and expressed hope that a suit might:be filed by these owners to determine whose responsibility it is to repair the damage caused by. the action of the tides at the Haulover Cut. The council decided to put off further discussion until a later date. There being no further business before the meeting on motion of Mr. Broeman, seconded by Mr. Collins, the.meeting adjourned,
