A RESOLUTION:
AWARDING CONTRACTS FOR CONSTRUCTION MANAGEMENT
AND PROJECT MANAGEMENT CONTINUING SERVICES FOR
CAPITAL PROJECTS TO ALPHA CORPORATION, KCI
TECHNOLOGIES, AND VOLKERT & ASSOCIATES
WHEREAS, in response to a solicitation for Construction Management and Project
Management services for the town's capital projects, six proposals were received from the
following firms:
· Alpha Corporation
· Froehling & Robertson, Inc.
· KCI Technologies
· The Marshall Group
· McDonough Bolyard Peck
· Volkert & Associates, Inc.
WHEREAS, all proposals were evaluated by a selection committee in accordance with
the requirements of the Town's Purchasing Policy and the requirements of the Request for
Proposals; and
WHEREAS, the committee selected Alpha Corporation of Sterling, Virginia, KCI
Technologies of Hunt Valley, Maryland and Volkert & Associates of Alexandria, Virginia to be
the top ranked firms; and
WHEREAS, the contracts for Construction Management Services will be for continuing
services with an initial period of one (1) year and renewable for up to two (2) additional
consecutive periods of one (1) year; and

AND PROJECT MANAGEMENT CONTINUING SERVICES FOR
CAPITAL PROJECTS TO ALPHA CORPORATION, KCI
TECHNOLOGIES, AND VOLKERT & ASSOCIATES.
WHEREAS, Construction Management Services are to be provided on a project-by-
project basis and each task order will be less than $100,000; and
WHEREAS, the total aggregate amount of task orders shall not exceed $500,000 per year
per contract; and
WHEREAS, the Director of Office of Capital Projects Management recommends award
of contracts for Construction Management Services to Alpha Corporation, KCI Technologies and
Volkert & Associates.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to execute contracts, in a form approved by the Town Attorney, for
Construction Management and Project Management services with Alpha Corporation, KCI
Technologies and Volkert & Associates.
