A RESOLUTION: 2005-54 PRESENTED March 22, 2005 ADOPTED March 22, 2005 APPROVING A DESIGN CHANGE ORDER FOR FORT EVANS ROAD CIP IN EXCESS OF 25% OF THE ORIGINAL CONTRACT AMOUNT. WHEREAS, $94,904 to provide the civil engineering improvements on Fort Evans Road; and in July 2000, the town contracted with Michael Baker Engineering for design of a 44' wide road with storm drainage WHEREAS, a scoping meeting was held in December 2004 with the Town Manager and the Planning, Urban Forestry, Engineering, Utilities, and Capital Projects Management Departments to revisit the 44' wide pavement design; and WHEREAS, the decision was made to revise the design to a 34' wide pavement with parking on one side to better suit the character of both the residential and commercial components along the road; and WHEREAS, the decision was also made to increase the pipe size of the storm drainage system to accommodate the stormwater management requirements for the undeveloped commercial property on the east side of the road. The increased pipe size will be paid for through the creation of a pro-rata share district that will allow developers to pay their share of the cost of the storm sewer upgrade in lieu of constructing on-site stormwater management facilities, if so desired; and A RESOLUTION: -2- APPROVING A DESIGN CHANGE ORDER FOR FORT EVANS ROAD CIP IN EXCESS OF 25% OF THE ORIGINAL CONTRACT AMOUNT WHEREAS, the Capital Improvement Project (CIP) Policies and Procedures Manual requires that Town Council approve change orders if the cumulative total of the change orders exceeds 25% of the original contract amount; and WHEREAS, Michael Baker Engineering's change order #4 is in the amount of $62,210 for the redesign of Fort Evans Road and the storm drainage system, and that amount is greater that 25% of the original contract amount of $94,904; and WHEREAS, this change order increases the total design contract with Michael Baker Engineering from the current contract amount of $132,558 (including all currently executed change orders) to $194,768; and WHEREAS, funds in the amount of $1,255,000 are appropriated towards this project's design; and WHEREAS, the Director of the Office of Capital Projects Management recommends approving this change order for the work noted. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the Town Manager is authorized to execute design change order #4 in the amount of $62,210 to Michael Baker Engineering for redesign of Fort Evans Road.
