PRESENTED: March 22, 2005
RESOLUTION NO. 2005-60 ADOPTED: March 22, 2005
A RESOLUTION: URGING THE LOUDOUN COUNTY BOARD OF SUPERVISORS TO HALT
ALL WORK ON DEVELOPER INITIATED CPAM'S
WHEREAS, on March 3, 2005 the Supreme Court of the Commonwealth of Virginia in a
decision overtumed a Circuit Court ruling upholding the AR-1 and AR-2 zoning districts in the rural
policy area of the Loudoun County Comprehension Plan; and
WHEREAS, the impact of said ruling potentially will place tens of thousands of new
residential units back on the planning map of Loudoun County; and
WHEREAS, regional interconnections link different communities to each other and therefore
impact neighboring communities; the threat of construction of said tens of thousands of new residential
units, primarily in the rural policy area of the Loudoun County Comprehensive Plan, would degrade
the quality of life of the residents of Leesburg, potentially add hundreds of thousands of average daily
vehicle trips to our roads, require additional new schools to be built above those already planned and
further increase the County tax burden.
THEREFORE, RESOLVED, that the Council of the Town of Leesburg in Virginia hereby
urges the Loudoun County Board of Supervisors to halt all work on the developer initiated CPAMS
presently being considered and take all steps necessary to address the issues raised in the Supreme
Court decision and reimplement the AR-1 and AR-2 zoning categories as soon as possible.
PASSED this 22"d day of March 2005.
