A RESOLUTION: ESTABLISHING THE LOUDOUN STREET CITIZENS TASK
FORCE
WHEREAS, the Leesburg Town Council recognizes the economic importance of
a vibrant downtown business district; and
WHEREAS, the Council has passed a resolution in support of exploring the
potential of a public/private parmership or a ground lease with the private sector for the
development of the town-owned property on Loudoun Street; and
WHEREAS, the Council recognizes the value of citizens who wish to contribute
time and expertise to creating a framework for solicitation of private interest in an
office/retail structure on Loudoun Street; and
WHEREAS, the creation of a Citizens Task Force would provide a vehicle for
community input on a public/private partnership approach for the Loudoun Street
property.
THEREFORE, RESOLVED that the Council of the Town of Leesburg in Virginia
hereby establishes the Loudoun Street Citizens Task Force to work with the Town
Manager and staff to:
· Determine the economic viability and feasibility for the private sector of
utilization of this land, and
· Define the approach the town should take in soliciting interest in development
of the site and the nature of the partnership with the town.
FURTHER, RESOLVED that the membership of this task force be composed of
the following:
Karen Jones (EDC)
Bill Michell (EDC)
Peter Bumett (Downtown Business Owner)

FURTHER, RESOLVED that the Council as a whole may appoint-· additional
members to the Task Force.
FURTHER, RESOLVED that this Task Force would report back to the Town
Council on the first phase of their work (economic viability) by July 11, 2005. If the
project is deemed economically viable, then the final report of the Task Force would be
due to the Council September 2005.
