HomeMy Public PortalAbout06-09-2022 HPC Minutes Meeting of the Historic Preservation Commission Record of Minutes Date: June 9, 2022 Location: Village Hall CALL TO ORDER, ROLL CALL, PLEDGE Chairman Bortel called the meeting to order at 7:04 p.m. Roll call: Commissioners Barvian, Derrick, Rapp, and Chairman Bortel were present. Commissioners Hagen, Olsen, and Schmidt were absent. Also, in attendance: Jonathan Proulx, Director of Planning Chairman Bortel led the pledge to the flag. APPROVAL OF AGENDA Commissioner Derrick made a motion to approve the agenda. Seconded by Commissioner Rapp. Voice Vote. All in favor. 0 opposed. Motion carried 4-0. APPROVAL OF MINUTES Commissioner Derrick made a motion to approve the minutes of the Historic Preservation Commission held on May 12, 2022 as presented. Seconded by Commissioner Barvian. Voice Vote. NEW BUSINESS 1966-041122.HPC 15135 S. DES PLAINES ST. NICOLE SOLIS Commissioner Rapp made a motion to open the public hearing regarding the landmark designation for the property known as 15135 S. Des Plaines Street. Second by Derrick. Vote by roll call: Barvian, yes; Derrick, yes; Rapp, yes; and Bortel, yes. Motion carried 4-0. Chairman Bortel stated the subcommittee reviewed the nomination at the June 2, 2022 Landmarks & District Designation (LDDC) meeting. Chairman Bortel provided the updates that were made after the LLDC meeting which are included in the attachment. Historic Preservation Commission Minutes June 9, 2022 Page 2 of 3 Mr. Proulx stated the applicant is requesting landmark designation for the property located at 15135 S. Des Plaines Street. On the Historic Urban Survey form for the property (see attached), the home is identified as a shingle-style Queen Anne and is recommended for local landmark status and inclusion in a historic district as strongly contributing. Pursuant to the Village’s Historic Preservation ordinance, due notice was published, and adjacent property owners were given written notice. Mr. Proulx reviewed the staff report dated June 7, 2022. Mr. Proulx concluded the detailed nomination package provides a comprehensive review of the home’s history and a thorough, well-illustrated analysis of the architectural merit for the nomination. Based on the information available prior to the public hearing and discussion by the HPC, staff believes the subject property qualifies for designation under the aforesaid mentioned criteria. Chairman Bortel stated this will be the fourth house to be landmarked in the Village Green area and the nomination will go before the Village Board on June 20, 2022. Chairman Bortel asked the applicant if they wanted to make any comments. The applicant declined. Commissioner Derrick asked the applicant if there is stucco under the decorative wood linear horizontal and vertical trim on the upper portion of west and south gable ends above window heads. (Applicant’s response could not be recorded since they did not approach the microphone.) Commissioner Derrick asked staff to remove stucco from the nomination. Commissioner Derrick asked if there is an enclosed porch on the south elevation. (Applicant’s response could not be recorded since they did not approach the microphone.) Chairman Bortel added the foundation under the area in question is the same foundation throughout the house. Commissioner Derrick agreed with staff to change the period of significance to 1944. The rest of the Commission in attendance agreed as well. Commissioner Derrick stated the porch has been updated/changed and asked the applicant several questions regarding what changes they have made to the porch from 2006 to present day. (Applicant’s comments could not be recorded since they did not approach the microphone.) Commissioner Derrick stated the nomination needs to be updated to reflect the new information from the applicant regarding the renovations done to the front porch that do not date to the period of significance. Commissioner Derrick made a motion to close the public hearing for the landmark designation for the property known as 15135 S. Des Plaines Street. Second by Rapp. Vote by roll call: Barvian, yes; Rapp, yes; Derrick, yes; and Bortel, yes. Motion carried 4-0. Commissioner Derrick made a motion to adopt the findings of fact of staff as the findings of fact of the Historic Preservation Commission and, furthermore, recommend approval of the landmark designation for the property known as 15135 S. Des Plaines Street, based on criteria d, f and j of the Historic Preservation Ordinance, with a period of significance of 1885 to 1944. Second by Commissioner Rapp. Vote by roll call: Barvian, yes; Rapp, yes; Derrick, yes; and Bortel, yes. Motion carried 4-0. Historic Preservation Commission Minutes June 9, 2022 Page 3 of 3 DISCUSSION Chairman Bortel stated he went downtown today and took pictures of the work Big Sammy’s and Uptown Tap have completed. Chairman Bortel added staff and the commission is still working on Uptown Tap and Wine & Cheese letter of agreements. Chairman Bortel stated there could be a Certificate of Appropriateness application for 24136 W. Lockport St. requesting a pergola. Staff showed a picture of the pass-through window (see attached) at Big Sammy’s. Commissioner Derrick asked if the window was completed per the letter of agreement since the window is not what she was expecting. Mr. Proulx indicated staff felt the installed window is different then what was proposed and will speak with the applicant. Staff showed a picture of the front façade (see attached) of Uptown Tap. Chairman Bortel stated the applicant has done some painting. Chairman Bortel stated he spoke with State Preservation Office today to see if there are funds available to do an in-person CAMP. Chairman Bortel stated the next LLDC meeting is July 7th and the next Historic Preservation meeting is July 14th. ADJOURN Commissioner Derrick made a motion to adjourn. DesPlaines p. 5 — remove paragraphs 2 & 3 from Part III p. 19 — F - Typical Siding F-2 - remove "fish scale wood siding" — replace with — uniquely -shaped wood shingles with horizontal wood trim above and below on the west and south sides of the residence F-3 — change to — Decorative wood linear horizontal and vertical trim over a painted wood finish applied to upper portions of west and south gable ends above window heads p. 35 — Appendix D Text change to last paragraph — The period of significance for this house would be c. 1885 to 1944. The only apparent alterations to the nominated house are the expansion of the west facade porch to the full -width, wrap around sometime after 1912 - this alteration is historic as it dates to post 1944 as per the Sanborn Fire Insurance map. There have been some alterations to the porch after the 2006 ArchiSearch survey where the check walls, skirting and railings and the enclosing of the inset porch on the south elevation have been altered by the current petitioner after their purchase of the nominated house in August 2011. The outbuildings are not included in the nomination and the current paint scheme of this Queen Anne -shingle style was completed by the petitioners. p. 36 - Summary Statement of Significance - Remove criterion "e" Local Landmark Summary Address: 15135 S. Des Plaines Criteria: The house is nominated for designation as a local landmark in the Village of Plainfield under the following criteria: Criterion d: embodies distinguishing characteristics of an architectural style valuable for the study of a period, type, method of construction, or use of indigenous materials; In ArchiSearch's 2006 evaluation of this 137 year -old 1 '/2 -story residence it was noted that "this house is an excellent example of the Queen Anne -Shingle Style, with a Gable Front vernacular form retains a very high degree of integrity, importantly including original clapboard siding " The property possesses the identifying features typically associated with the Queen Anne Style including • Dominant, front -facing gable • Patterned shingles, • Cut -away bay window(s) • Other design elements to avoid smooth wall surfaces • Asymmetry • Partial or full -width, one-story porch which typically wraps around at least one side Criterion f: embodies elements of design, detailing, materials, or craftsmanship that are of architectural significance. The 1 1/2 -story gable -front dwelling sits on a limestone foundation and has a wood watertable; clapboard siding on the first floor, uniquely -shaped square -shaped shingles on the west and south elevations of the second story, topped by vertical and horizontal trim boards framing beadboard laid on the diagonal to create a herringbone pattern in the central portions of the gable ends above the window heads. The cut -away bay is located on the south elevation of this dwelling and features sunburst brackets at the first -floor cut -away, paneled spandrels and cornice. The fenestration is irregular and features a variety of window types including tall, paired, 1/1 double hung windows with crown mold lintel, large "picture" window fixed sash topped by multi-lite transom window, and small fixed windows set horizontally and on the diagonal. The roof is sheathed in asphalt shingles, shallow purlins are located in the overhang and the rafter tails are exposed and notched in the eaves.
