AUTHORIZING TIME EXTENSIONS FOR COMPLETION OF PUBLIC
IMPROVEMENTS AND APPROVING PERFORMANCE GUARANTEES
FOR STRATFORD-RYLAND HOPE PARKWAY, LAKE FACILITY, AND
THE RECREATION CENTER
WHEREAS, The Ryland Group, Inc., the developer of Stratford-Ryland Hope Parkway, Lake
Facility, and the Recreation Center has not completed all the required public improvements in
accordance with the approved construction drawings and town standards within the two-year period
agreed to in the contract for public improvements; and
WHEREAS, the developer has requested a time extension to complete the public improvements;
and
WHEREAS, corporate surety bonds from the Travelers Casualty and Surety Company of
America in the amount of $147,867.24 for Hope Parkway; in the amount of $231,375.00 for the Lake
Facility; and in the amount of $22,952.00 for the Recreation Center, were provided by the developer to
guarantee the installation of public improvements; and
WHEREAS, the town's Director of Engineering and Public Works recommends time extensions
to October 17, 2005 for Hop~ Parkway; to October 27, 2005 for the Lake Facility; and to October 29,
2005 for the Recreation Center, for completion of the public improvements.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
SECTION I. The corporate surety bonds from Travelers Casualty and Surety Company of
America in the amount of $147,867.24 for Hope Parkway; in the amount of $231,375.00 for the Lake
Facility; and in the amount of $22,952.00 for the Recreation Center, are approved to guarantee the
installation of public improvements.
