APPROVING SPECIAL EXCEPTION TLSE-2005-0001 LOUDOUN
COUNTY TEMPORARY COMMUTER PARKING LOT, TO PERMIT
A TEMPORARY COMMUTER LOT AT 110 CATOCTIN CIRCLE SE
FOR NO LONGER THAN TWO YEARS.
WHEREAS, it is the intent and desire of the Town Council to consider the possibility of
temporary commuter parking facilities in the Town of Leesburg; and
WHEREAS, on November 23, 2004 the Town Council amended the Zoning Ordinance to
allow temporary commuter parking lots in the B-2, Established Corridor Commercial, zoning
district by special exception approval; and
WHEREAS, Loudoun County Office of Transportation Services has requested special
exception approval to permit a temporary commuter parking lot on the former Barber and Ross
Company site located at 110 Catoctin Circle, SE, zoned B-2; and
WHEREAS, the proposed temporary commuter parking facility is to be permitted for no
longer than two (2) years fi:om the date of this resolution and shall not be renewable; and
WHEREAS, the proposed uSe meets the special exception standards for a temporary
commuter parking lot as set forth in the Zoning Ordinance; and
WHEREAS, staff recommends approval of this request with the conditions set forth
below.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that:
Special Exception application TLSE-2005-0001, Loudoun County Temporary Commuter
Parking Lot, 110 Catoctin Circle SE, identified in the Loudoun County Land Records as Parcel

FOR NO LONGER THAN TWO YEARS.
Identification Numbers 231-19-3353; 231-19-6022; and 231-19-6044, is hereby approved subject to
the following conditions:
Substantial Conformance. Development of this special exception use shall be in
substantial conformance with the special exception plat dated 12/30/04 and revised
3/07/05, entitled "Commuter Parking Lot Layout", prepared by TRI-TEK
Engineering.
No Modifications Granted or Implied. Approval of this special exception application
does not express or imply any waiver or modification of the requirements set forth in
the Subdivision and Land Development Regulations, Zoning Ordinance, or Design
and Construction Standards Manual except as set forth in these conditions. Final
plats, development plans and construction drawings are subject to the applicable town
regulations.
Industrial Court Access. The Industrial Court entrance shall be paved from the apron
of the public fight-of-way to the existing paved area on site to provide a continuous
paved travel lane for bus traffic.
Harrison Street Access. The applicant shall install and maintain an entrance to the site
from Harrison Street within four (4) months of May 1, 2005. The entrance onto
Harrison Street shall be paved in accordance with DCSM requirements. The right-of-
way permit for this entrance shall be for a duration of no more than two (2) years
from the date of issuance and the location of the entrance to Harrison Street will be
reflected in the right-of-way permit. Upon expiration of the right-of-way permit, the
applicant shall remove the entrance to Harrison Street by effectively blocking this
access via secured fencing.
On-Site Parking. All parking areas will remain as is, either paved or graveled.
All spaces shall be demarcated via striping if paved and wheel stops, where graveled,
providing clear site circulation patterns prior to commencement of the special
exception use.
Parking Aisles. Minimum parking aisle width required for two (2) way traffic is 24-
feet when utilizing 90 degree parking spaces. Applicant shall revise parking aisle
widths for compliance with the Zoning Ordinance.
Lighting. Lighting shall be installed and working prior to the commencement of the
special exception use. Lights shall be on a timer system from dusk to dawn with
provisions for Daylight Savings Time. Lighting fixtures shall not have a source of

illumination that is visible beyond the site or cause illumination of adjacent properties
in excess of 0.5 foot-candles, as measured at the site boundary (DCSM Sec. 7-670.1).
8. Pole Height. Light poles shall not exceed 22-feet in height (20-foot pole and 2 foot
concrete pedestal base). Placement of poles shall not interfere with parking spaces.
Best Management Practices. The applicant shall provide best management practices
in conformance with all Loudoun County and Town of Leesburg standards with
regards to water quality should an increase of water run-off create negative impacts to
surrounding properties due to commencement of this special exception use.
10. Perimeter Fence Line. The applicant shall maintain the perimeter fence line clear of
overgrowth and provide for clear surveillance of the site at all times.

Industrial Court Fence. The applicant shall replace or repair the dilapidated fence
along Industrial Court frontage to provide safe access for commuters from the
sidewalk along Industrial Court.
12.
Temporary_ Use. Parking on this lot is permitted and established only in conjunction
with the Loudoun County mass transit and car pooling programs. The temporary
facility is permitted for no longer than two (2) years at this site.
