RESOLUTION 2020-25
A RESOLUTION TO APPROVE THE HIRING OF PAT CALLAHAN TO ASSIST WITH THE
HIRING OF FULL TIME STAFF
WHEREAS, the City Council of the City of Riverdale, Iowa is making plans to hire
two full time employees, and;
WHEREAS, the City Council would like to hire Pat Callahan to assist in the hiring of
two full time positions one a senior staff position and one a junior staff position,
and;
WHEREAS, the City Council has discussed this proposal with Pat Callahan, and;
WHEREAS, the Search Committee met on Sunday, March 8, 2020 and has
provided the Mayor a list of recommendations regarding this hiring and the
transition to full time staff which is attached as Exhibit A.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
RIVERDALE, IOWA.
Directs the Mayor and Clerk to request a proposal for services from Pat Callahan
for the hiring of a full-time senior level position and one full time junior level
position. It is the Council's desire to have the search completed and new
employees start to work by July 1, 2020.
Further, if the proposal does not exceed $14,000 in total, City Staff is authorized
to execute the agreement to initiate the search process.
Passed and approved this 1 Oth day of March 2020.

Meeting Minutes
PRESENT: Kevin Adams, Paul DCamp, Anthony Heddlesten, Kelly Krell, Doug Littrell

DATE: Sunday, March 8, 2020
TIME: 2:00 p.m.
The meeting began at 2:00 p.m.
1. Review of agenda
The agenda was reviewed and no changes were requested.
2. Recap of public intake session feedback and comments
Several residents attended a public intake session on Monday, March 2, 2020, and
provided input and asked questions, to include:
• General support for hiring two full-time positions, one a senior position and one a
junior position.
• Ensuring a new senior staff person would not have too much power or more power
than the Mayor.
• Ensuring salaries align with applicants' skills.
• Clarification that the Mayor has the power to hire/fire a City Administrator/Manager,
and the Council has the power to hire/fire a City/Deputy Clerk.
• Certifications and experience should be considered and required.
• Ensuring that the salaries and expectations of the positions are congruent with the
size of the City.
• While the City is small, the required tasks are still the same as other, larger cities (i.e.
reporting, budgeting, FOIA requests, etc.).
• Requiring knowledge of Iowa Code; perhaps requiring the positions live in Iowa, or
within a certain number of miles from Riverdale in Iowa.
• Setting expectations about the number of years of experience.
• Clearly articulating a transition plan with the current City staff. Would there be a
training period? If so, how long would that be?
• Considering the use of a professional recruiter (i.e. Pat Callaghan).
• If utilized, ensuring the fee is appropriate and that the recruiter will assist in
determining our needs and making recommendations.
• Hiring employees with a background in residential and commercial development.
• Determining long and short-term goals for the positions.

• Possibly sharing a senior person with another small city.
• Ensuring job descriptions are detailed and clearly delineate duties.
• TIF knowledge would be ideal.
• Deciding how to fund new positions in the current fiscal year and in the years to
come.
• Determining the salaries the City can afford; consider increased property tax revenue
(Woods Estates) in the years to come.
• Hiring a senior position in the $60,000 to $80,000 range and a junior position in the
$40,000 to $45,000 range.
• Whether to hire two positions at the same time, or one now and one later.
Additional public intake was received at this time to include:
• Weighing whether to attempt to do the search ourselves first, and if the response is
not positive, then engaging a recruiter.
• Hiring a recruiter for only some tasks and doing some ourselves.
• Ensuring THAT oversight of new positions occurs and that there is a defined
employee evaluation process in-place.
• Perhaps having employees report to Council in regularly scheduled meetings on a
scheduled basis.
3. Discussion and recommendation on the engagement of professional recruiting services
4. Discussion and recommendation on number of positions titles and salaries or to defer
to professional recruiting services for some recommendations if applicable
Krell reported that she had spoken with Pat Callagan, a professional recruiter, and he
indicated he would be interested in the search; however, he is already under contract
with several other cities, and he would likely engage the assistance of his colleague. He
supplied several handouts that were attached to the agenda at the meeting. Pat also
advised that when he provides quotation for services, he'll provide a price for each action
item so that Council can select which items to contract for. This is helpful for search
committees working with a defined budget.
Adams, DCamp, Krell, and Littrell were in-favor of engaging a professional recruiter.
Heddelsten was not initially in-favor but stated he would still be satisfied if the City
decided to engage a professional recruiter.
Krell will forward the Search Committee's recommendations the Mayor, as follows:
• The Search Committee recommends obtaining a line item quotation from Pat
Callaghan and obtaining the authority to engage him for services, should the
quotation meet the Committee's expectations.
• The Search Committee recommends hiring two full-time positions by 07/01/2020 but
does not have a strong opinion on the titles for the positions, as long as it's
understood that one position is senior and one position is junior. The Committee is
willing to consider the professional recruiter's recommendations.
• The Search Committee recommends hiring the junior position at a salary range of
$40,000 to $50,000 (plus benefits), and a senior position at a salary range of $60,000

to $80,000 (plus benefits); however, the Committee is willing to consider the
professional recruiter's recommendations.
The Search Committee will add an agenda item to the next meeting to specifically
discuss transition plans from part-time to full-time staff. All part-time staff will be
directly invited to attend and offer feedback.

There being no further business, the meeting ended at 2:45 p.m.
