A RESOLUTION: PRESENTED May 10, 2005 2005-86 ADOPTED May 10, 2005 APPROVING THE LOWENBACH AD-HOC COMMITTEE RECOMMENDATIONS WITH MODIFICATIONS WHEREAS, Resolution #95-172, adopted on August 8, 1995, established that all connections to existing roads installed as part of the Exeter Hills Subdivision be opened on the same day after completion of the roads in the subdivision and completion of improvements to certain existing town streets; and WHEREAS, Resolution #99-290, adopted on September 14, 1999, amended Resolution #95-172 to allow the opening of the Mayfair Drive connection to North Street; and WHEREAS, Resolution #99-291, adopted on September 14, 1999, amended Resolution #95-172 to allow the opening of the connection of North Street between Prince Street and Catoctin Circle; and WHEREAS, Resolution #2002-111, adopted on June 25, 2002, amended Resolution #95-172 to allow the opening of Marshall Drive at Wildman Street, Woodberry Road at Lounsbury Court, Catoctin Circle at Marshall Drive and Catoctin Circle at North Street with conditions of which, Condition #2 required the barricaded connections where new streets connect to old streets at Catoctin Circle, Queen Street, and Washington Street shall remain until the proposed improvements to these streets are completed; and WHEREAS, Resolution #195-2004 adopted on November 23, 2004, established an ad-hoc committee for the Lowenbach subdivision to evaluate options that are consistent with the Northeast Leesburg Street Improvements project objective; and WHEREAS, the Lowenbach ad-hoc committee presented its recommendation to residents of the affected streets and Town Council. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: A RESOLUTION: -2- APPROVING THE LOWENBACH AD-HOC COMMITTEE RECOMMENDATIONS WITH MODIFICATIONS SECTION I. The level of improvements for Washington Street, Catoctin Circle, Prince Street, Queen Street and Blue Ridge Avenue, will be as follows: Catoctin Circle_from Edwards Fern_ Road to North Street: Widen the pavement to 30 feet, add curb and gutter on both sides, and add sidewalk and designated parking on the west side only. Provide drainage improvements, as required. bo Washington Street from Edwards Ferr~ Road to Blue Ridge: Widen the road to 30 feet, add curb and gutter on both sides, and add sidewalk and designated parking on the east side only. Provide drainage improvements, as required. Co Prince Street: Widen the road to 30 feet, add curb and gutter on both sides, and add sidewalk on the west side only and designated parking on the east side only. Provide drainage improvements, as required. Queen Street_from Edwards Ferr~ Road to Blue Ridge Avenue: Widen the pavement to 30 feet, add curb and gutter on both sides, and sidewalk and designated parking on the east side only. Provide drainage improvements, as required. Queen Street from Blue Ridge Avenue to Exeter Subdivision: Widen the pavement to 30 feet, add curb and gutter on both sides, and sidewalk and designated parking on the west side only. Provide drainage improvements, as required. Blue Ridge Avenue from Prince Street to Catoctin Circle: Widen the pavement to 28 feet add curb and gutter on both sides, add sidewalk to the north side only and designated parking on the south side only. Provide drainage improvements, as required. Blue Ridge Avenue from Catoctin Circle to Washington Street: Widen the pavement to 28 feet add curb and gutter on both sides, and add sidewalk and designated parking to the north side only. Provide drainage improvements, as required. Traffic Calming Measures: Install traffic circles at the intersection of Catoctin Circle and North Street and Catoctin Circle and Marshall Street. Provide traffic calming measures throughout the Lowenbach Subdivision, such as speed cushions, traffic chokers, stop signs, and stamped "brick" crosswalks, as allowed by good engineering design and as generally shown on the concept plan prepared by Whitman, Requardt and Associates as approved by the Ad-Hoc Committee. Install a three-way stop sign at the intersection of Blue Ridge and Prince Street. i. Tree Preservation: Non-destructive root investigation shall be performed prior to final design for all trees affected by the proposed improvements. j. Street Lighting: Provide full cut-off utility pole mounted fixtures, acorn type or colonial type street lights. A RESOLUTION: -3- APPROVING THE LOWENBACH AD-HOC COMMITTEE RECOMMENDATIONS WITH MODIFICATIONS SECTION II. All sidewalks shall be in brick. SECTION III. The barricades at the end of Catoctin Circle, Washington Street and Queen Street shall be removed after construction completion. PASSED this l0th day of May 2005.
