CMAP’s consultant has completed a comprehensive evaluation of the Village’s roadway network, developed pavement condition ratings, and provided budget analyses for future funding considerations. An overview of these items will be presented with staff and CMAP’s consultant available for questions. 2.TRANSPORTATION AND MOBILITY PLAN Presentation of the Draft Transportation and Mobility Plan. The plan development began in June 2022 as an update to the Village’s 2013 Transportation Plan. The intent of this presentation is to provide an overview of the work to-date, request Board input on the Draft Plan, and answer any questions. 3.CANNABIS USES Staff is seeking direction and input from the Board on the potential of cannabis uses (dispensaries) locating within the Village of Plainfield. Potential Cannabis Uses Staff Report REMINDERS - •December 14 Evening with the Mayor – 5:00 p.m. at the Village Hall •December 19 Village Board Meeting – 7:00 p.m. •December 20 Plan Commission – 7:00 p.m. •December 23-26 Village Offices Closed •January 9 Next Committee of the Whole Workshop – 7:00 p.m. 2 MEMORANDUM To:Mayor Argoudelis and Trustees From: Chief Miller Date:12/2/22 Re:Purchase Request Background Findings I am seeking the approval to expend $12,000 to purchase 40 Target Gift Cards to be utilized during the Shop with a Cop event Thursday, December 22, 2022, at the Plainfield Target. The gift cards will be utilized by the children to purchase Christmas presents for themselves and their families. The Plainfield Police Department has partnered with Plainfield School District and Oswego School District, since 2008 to conduct Shop with a Cop. Under this program, the School Districts nominate worthy children whose families are struggling financially. The students gain an opportunity to shop with a Plainfield Police Officer and purchase Christmas presents for their families. The $12,000 will allow us to provide 40 students with some much- needed Holiday Cheer. Policy Considerations According to Section 2-43 (6) of the Village Code of Ordinances, the Village Administrator shall make a recommendation to the President and Board of Trustees on purchases over the $10,000 statutory limit. The Board has the right to accept or reject any or all proposals. Financial Considerations The expenditure of $12,000 will be out of the Plainfield Police Charitable Funds Account. Recommendation It is our recommendation that the Village Board direct the President to authorize the purchase of Forty Gift Cards for the Shop with a CopEvent for the total amount of $12,000.00. 3 Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on November 28, 2022 In the Boardroom Mayor Argoudelis called the meeting to order at 7:00 p.m. Board Present: Mayor Argoudelis, Trustee Kalkanis (electronic), Trustee Larson, Trustee Ruane, and Trustee Calkins. Board absent: Trustee Wojowski and Trustee Benton. Others Present: Joshua Blakemore, Village Administrator; Michelle Gibas, Village Clerk; Scott Threewitt, Public Works Director; Jon Proulx, Planning Director; Jake Melrose, Economic Development Director; Traci Pleckham, Management Services Director; Lonnie Spires, Building Official; and Robert Miller, Chief of Police. There was 1 person in the audience. Trustee Ruane moved to approve the Minutes of the Committee of the Whole Workshop held on November 14, 2022. Second by Trustee Calkins. Voice Vote. All in favor, 0 opposed. Motion carried. PRESIDENTIAL COMMENTS Mayor Argoudelis commented on events held this past weekend. TRUSTEE COMMENTS Trustee Ruane commented on an upcoming fundraiser for the Riverfront Foundation. PUBLIC COMMENTS No Comments. WORKSHOP 2) YEAR 2022 TAX LEVY Traci Pleckham gave a presentation regarding the 2022 Tax Levy highlighting several different tax bill scenarios. Trustee Larson, Trustee Ruane, Trustee Calkins, Trustee Kalkanis, and Mayor Argoudelis indicated support for maintaining the rate of .4669. Mayor Argoudelis thanked staff and read the reminders. Trustee Calkins moved to adjourn. Second by Trustee Larson. Voice Vote. All in favor, 0 opposed. Motion carried. The meeting adjourned at 7:27 p.m. Michelle Gibas, Village Clerk 4 MEMORANDUM To: Mayor Argoudelis and Trustees From: Joshua, Village Administrator Date: December 12, 2022 Re: Discussion and Direction on Potential Cannabis Uses Background Findings 1 11[ Iilm 111 1111 in lit 1.1 1- X1..•1 1 1m11•111 ryh1l j 111 VILLAGE OF PLAINFIELD The Village of Plainfield has had some recent interest from developers looking to place a cannabis dispensary within the Village. At this time, cannabis is currently not permitted in Plainfield, and there are no zoning regulations in place governing such a use. Given the recent increase in Plainfield from cannabis dispensaries staff felt it would be a prudent time to "straw poll" the Board's interest in this type of use. If the Board is open to a cannabis dispensary type use staff can prepare a zoning text amendment which would allow for a dispensary as a special use. There are other considerations such as buffers, a local tax, and which zoning districts would allow this as a special use. These types of details can be ironed out with the drafting & approval of an ordinance. A few other notes to review when considering a potential cannabis dispensary: Plainfield is surrounded by communities that allow recreational cannabis by special use permit and various specified regulations: Naperville, Aurora, Joliet, Oswego, Shorewood, Romeoville, Bolingbrook, Yorkville, and Channahon permit the sale of rec cannabis by special use. Cannabis uses are highly regulated by the State and including security requirements, i.e., multi -lock doors for entrance and ID checks. Most communities that allow cannabis uses now allow for it within most intense commercial district, such as Plainfield's B3 Highway Business District. Buffers are often included as part of local regulations similar to gaming or liquor licensing from schools, parks, daycares, and most communities have some sort of buffer from residential. Other regulations can include: the maximum quantity of licenses locally & signage. Per Illinois statute, the Village would be permitted to implement a Municipal Cannabis Retailers' Occupation Tax that may not exceed 3% of the gross receipts from these sales. Village staff has been informed that as of now, the Village could potentially see a minimum of $300,000 in local sales tax. This is obviously dependent on saturation and future dispensaries in the area, for instance Bolingbrook just approved a special use for a new dispensary in October; however, as of right now the Village is seeing a spending leakage to Naperville and Joliet from Plainfield residents. For comparison, Naperville's 3 dispensaries brought in approximately $1.7 million for them in 2021. The Naperville Downtown business district produced 1.7 million in sales tax and the Naperville Costco produced $2 million in that same time frame. Policy Considerations Any zoning text amendment would require a review and approval of the Plan Commission and Village Board. At this time staff is simply seeking an informal yes or no as to whether the Board is open to a cannabis dispensary use in Plainfield. Staff would welcome any other specific feedback the Board might have about this type of use. 5
