HomeMy Public PortalAboutCommunity Preservation Committee -- 2008-01-09 MinutesDate approved 1-23-08 Vote 8-0-0 TOWN OF BREWSTER COMMUNITY PRESERVATION COMMITTEE Meeting Minutes January 9, 2008 Chairman Elliott Carr called the meeting to order at 4:30 PM. Members present were; Paul Hush, Elizabeth Taylor, Roland Bassett Jr., Paul Ruchinskas, Michael Lach and Roy Robinson. Members missing were Jeanne Boehm and William Reyburn. Public attendees: none 1. Motion by Roy Robinson to accept the Minutes of 12-12-07 as corrected. Second by Roland Bassett Jr. VOTE 6-0-0. 2. Other business- Financial spreadsheet presented by Elizabeth Taylor. This will be reviewed by all Committee members (e-mail comments to ET) and further refined. 3. Annual Report to be written by Elliott Carr Due by January 14tH To include; Projects approved this year and status of funds as well as general information 4. Grant Requests a) Brewster Historic Commission Windmill Restoration ($10,000) Work is in progress now while the "cap" is off. Discussion on payment of project Discussion as to whether this is the completion of this project-this is the 3rd request for monies. Most are in agreement that this should be it. Motion by Paul Hush to approve $10,000 for final section of Windmill Restoration and to discuss financial implications with Town Accountant as to whether to CPC Minutes01-09-08 include the article in the special or annual Town Meeting warrant. Second by Roland Bassett Jr. VOTE: 7-0-0 b) Cape Rep ($200,000) Latest application presented was dated 11-30-07. Brewster Historic Commission voted 3-2 in favor of reconsidering this application. CPC Cape Rep subcommittee was comprised of Paul Hush; Chair, Paul Ruchinskas, Roy Robinson and Elizabeth Taylor. General discussion of the re-submission of application for Phase I was extensive regarding further funding availability and security of project completion. Public comments were solicited at this time; Sue Carr, Ellen St. Sure, Bob Tucker, Peter Johnson and Janine Perry spoke regarding this project. (Michael Lach left the meeting) Motion made by Roland Bassett Jr. as follows; The Community Preservation Committee approves the request of the Cape Rep for $200,000. for Phase I of the Cape House project subject to a grant agreement providing sufficient assurance that adequate funding is available to complete the project before Town funds are expended. Monies will be taken from the 30% portion of general funds. Second by Elizabeth Taylor VOTE: 6-0-0 c) Latham School discussion will take place on January 23, 2008 at 3:45 Roland Bassett Jr. wanted to publicly thank the various groups that have worked to allow these projects to come together. Motion to adjourn made by Roland Bassett Jr. Second by Paul Hush VOTE: 8-0-0.
