RESOLUTION NO: 2005-92 ADOPTED May 24, 2005
A RESOLUTION: AUTHORIZING THE SHORT-TERM LEASE OF 5 WIRT STREET, SW
WHEREAS, the Town Council of the Town of Leesburg, Virginia (the "Town") resolved
in Resolution No. 2005-39 to consider short-term lease or lease to own options for additional
office space; and
WHEREAS, $175,000 is budgeted in FY 06 for this expenditure; and
WHEREAS, an Expression of Interest was advertised and circulated to all known
property owners and realtors in the Leesburg area; and
WHEREAS, three property owners offered office space including: 210 Wirt St., 5 Wirt
St. SW, and 15 N. King St.; and
WHEREAS, staff reviewed all submissions and evaluated each on factors including but
not limited to: total cost of lease, proximity to Town Hall, citizen access, space utilization
effectiveness and efficiency, IT Infrastructure, impact of reducing overcrowding at Town Hall,
future purchase options, property management, parking and other criteria; and
WHEREAS, the proposed lease from 5 & 7 Wirt St, LLC, a three-year lease with two
additional one-year renewal options, provides 4,777 sq. ft. at a full service rate of $27.50/sq.ft.
including janitorial services and a lease/purchase option; and
WHEREAS, it is the recommendation of staff that the best solution for our short-term
office space needs is to lease the property at 5 Wirt St., SW.

RESOLUTION: AUTHORIZING THE SHORT-TERM LEASE OF 5 WIRT ST, SW
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to enter into a full service, three-year lease at a rate of $27.50/sq. ft.
with two additional one-year options with 5 & 7 Wirt St., LLC for the property located at 5 Wirt
Street SW, Leesburg, Virginia in a form acceptable to the Town Attorney.
