ADOPTING TOPICS OF DISCUSSION FOR THE JUNE 6, 2005
MEETING BETWEEN THE LOUDOUN COUNTY BOARD OF
SUPERVISORS AND THE LEESBURG TOWN COUNCIL
WHEREAS, the Town Council met in work session on May 23, 2005 and discussed the
upcoming preparation for the June 6, 2005 meeting with the Loudoun County Board of
Supervisors and the Town Council of Leesburg proposes a three topic agenda for the meeting
with the following policy statements.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
three topic agenda for the June 6, 2005 meeting with the Loudoun County Board of Supervisor
will be as follows:
SECTION I. Continuin~ Dialoeue Between the Loudoun County Board of
Supervisors and the Leesburg Town Council.
It is the Town Council's fundamental belief that an ongoing dialogue with the Loudoun
County Board of Supervisors is essential to good government in general and good planning in
particular. It is essential that in the area of land use planning an ongoing dialogue occurs
between the Loudoun County Board of Supervisors and the Town Council.
To meet this goal, the Town Council proposes that the two governing bodies meet
regularly every six months to discuss issues of mutual interest and concern.
It is further proposed that the Planning Commissions of the Town and the County should
meet as often as needed to discuss land use and planning issues of mutual concern that can then
be brought to the joint meeting of the two elected bodies for policy-level discussions.

SECTION II. Protection of the Economic Viability of the Leesburg Executive
Airport
The Town Council places the highest priority on the protection of the Leesburg Executive
Airport as an important driver of economic development, benefiting both Town and County
residents and offering a unique asset that competitively positions Leesburg and Loudoun County
among our peers. Recognizing the important role of Leesburg Executive Airport in the overall
economic development strategy of the Town and County, the Leesburg Town Council invited the
Board of Supervisors to appoint one of its own members to serve on the Airport Commission.
In an effort to protect the long term viability of the Airport, the Council has expressed
deep concerns about the implications of residential development near the airport, as reflected in
the Crosstrails rezoning application currently under consideration by the County. The Council
proposes a discussion with the Board of Supervisors to explore all options available to determine
the best option to achieve the goal of protection of the Airport and its sustainability as an
economic asset amid rising development pressures.
SECTION III. Development of Philip Bolen Park at the Shellhorn site.
The Town Council supports the development of Philip Bolen Memorial Park on the
Shellhorn property as approved by the voters. To reflect that support, the Council will make
available water and sewer service to the park at Phase 1.
It is further recognized that the cost of construction of the necessary utility infrastructure
would be borne by the County.

THE LEESBURG TOWN COUNCIL
The Town Council's preferred method of providing water and sewer service to the park
would be through an amendment to the Annexation Area Development Policies (AADPs). Such
utility extensions will be sized to only meet the demands of the park.
