APPROPRIATING AN ADDITIONAL $42,000 FROM LOUDOUN
COUNTY FY 2005 TRAFFIC SIGNAL CONTINGENCY FUND,
AMENDING THE FY 2005 CAPITAL IMPROVEMENTS BUDGET, AND
AWARDING THE SYCOLIN ROAD - TOLBERT LANE TRAFFIC
SIGNAL CONSTRUCTION CONTRACT TO THE BROTHERS SIGNAL
COMPANY, INC., OF LEESBURG, VIRGINIA BASED ON THE BD
AMOUNT OF $179,415.00
WHEREAS, the Sycolin Road - Tolbert Lane Traffic Signal is a funded capital project; and
WHEREAS, in response to the first public solicitation for bids to construct this project, the town received
no bids on May 26, 2005; and
WHEREAS, in response to a second public solicitation for bids to construct this project, the town
received two bids on June 6, 2005 from the following firms:
* The Brothers Signal Company, Inc.
· Dynatran a Division of Dynalectric Company
$179,415.00
$205,232.40; and
WHEREAS, the bids were evaluated by the Capital Projects Director and Chief Purchasing Officer in
accordance with the Town of Leesburg Purchasing Policy; and
WHEREAS, The Brothers Signal Company, Inc. was determined to be the lowest responsive and
responsible bidder; and
WHEREAS, funding in the amount of $150,000 was appropriated from the Traffic Signal Contingency
Account in the Loudoun County Gas Tax Fund; and
WHEREAS, additional funding in the amount of $42,000 is needed to award this contract; and
WHEREAS, Loudoun County has agreed to provide the additional funding from the FY 2005 Traffic
Signal Contingency Account in the Loudoun County Gas Tax Fund; and
WHEREAS, this is a unit-price contract and the final contract amount will be arrived at by multiplying
the bid unit prices by the actual approved quantities in place; and

AMENDING THE FY 2005 CAPITAL IMPROVEMENTS BUDGET,
AND AWARDING THE SYCOLIN ROAD - TOLBERT LANE TRAFFIC
SIGNAL CONSTRUCTION CONTRACT TO THE BROTHERS SIGNAL
COMPANY, INC., OF LEESBURG, VIRGINIA BASED ON THE BID
AMOUNT OF $179,415.00
WHEREAS, the Capital Projects Director and the Chief Purchasing Officer recommend awarding the
construction contract to The Brothers Signal Company, Inc., in the amount of $179,415.00 for this project.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
SECTION I. Funding in the amount of $42,000 from the Loudoun County Traffic Signal Contingency
Account of the Loudoun County Gas Tax Fund is hereby appropriated for this project and the FY 2005 Capital
Improvement Budget is hereby amended.
SECTION II. The Town Manager is hereby authorized to sign, on behalf of the town, a unit-price
contract with The Brothers Signal Company, Inc., in an estimated amount of $179,415.00 for construction of the
Sycolin Road - Tolbert Lane Traffic Signal Project.
